Performs complex and advanced professional level engineering and communication technology duties in support of ITS designs, projects, programs and studies.
FLSA STATUS: Exempt
Working Conditions: May work shifts on days, evenings, weekends, and holidays.
Education and Work Experience: Equivalent to a Bachelor’s Degree in engineering or a closely related field, and four (4) years of demonstrated communications systems design experience or 6 years of demonstrated ITS-communication systems design experience
Licensing and Certification: Must possess and maintain a current and valid Class C Driver’s License at the time of appointment.
Background Investigation: Employment with the Regional Transportation Commission in this position is contingent upon successful completion of a comprehensive background investigation, including qualifying education/experience verification, social security trace, criminal history records review, and driving history records check.

EXAMPLE OF DUTIES
Designs and directs the development and maintenance of FAST Intelligent Transportation Systems (ITS) communication network. Provides project leadership and oversight for communications design projects and initiatives. Coordinates communications related projects for all of the region’s agencies. Administers ITS Design-Build contracts, to include: communication of contract requirements, management of changes to contracts/specifications, ensuring contract and client needs are achieved. Develops, reviews, analyzes and responds to RFPs, to include: terms and conditions, data/quality requirements, price negotiation and billing. Represents the RTC in meetings with groups or individuals; answers queries and provides information/assistance as required. Researches, identifies and composes proposals for federal, State and local funding for ITS projects. Participates in professional development; stays current on trends, innovations and legal developments in the ITS- communications field. Operates a variety of office equipment, to include computers and associated software. Conducts and independently completes a variety of assigned plan reviews, circuit design, fiber splice diagrams, communications network evaluation and special projects as assigned by supervisor. Develop solutions to problems related to existing ITS devices, research industry specifications and product availability, and recommend equipment and cost effective solutions. All other duties as assigned.
