DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Through the application of excellent problem-solving abilities and strong organizational skills, the Maintenance Manager directs, manages, supervises and coordinates the activities and operations of the Traffic Signs and Pavement Markings sections responsible for the fabrication, installation, repair and maintenance of traffic signs, pavement markings, and other non-electrical traffic control devices. This position will coordinate assigned activities with other branches, departments, outside agencies, and the general public and will also lead the Traffic Operations efforts during special events (both planned and emergency). The Maintenance Manager will oversee sections’ production, shop activities, customer contact and relations; identify critical path issues and improve capacity and production; coordinate with finance/accounting staff with respect to purchases, forecasting and reporting. This position is responsible for safety, hiring and training, production, inventory and proper budget management. This position is responsible to prepare technical specifications for procuring equipment and materials. Maintenance Managers may be rotated to other sections depending on operational needs.

Example of duties:
Plan, organizes, directs and reviews operations, facilities and personnel.
Reviews and critiques methods and procedures regularly to maintain and improve efficient operations; evaluates individual and group performance; makes needed improvements.
Maintains current knowledge of technological and legislative changes, which affect activities and initiates actions, made necessary by such changes.
Implements and participates in modifying emergency preparedness plan.
Participates and leads staff during emergency events.
Forecasts future program needs and identifies scope and budget. Assists in the preparation of annual operating budget request.
Reviews expenditures and recommends program or budget adjustments as required.
Reviews hiring recommendations and job performance evaluations for consistency and compliance with City policy and procedures, AA/EEO goal implementation, effective counseling and career development training for personnel.
Develop, maintain, update Standard of Operations for each mission critical service and training certification program under respective responsibility areas.
Interpret and summarize a variety of data and information and prepare reports
Read and interpret dimensions on construction plans, blueprints, drawings and maps related to traffic signs and markings
Establish and maintain effective working relations with other departments, government agencies, commercial contractors and the general public
Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met

WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e. essentially normal office environment with acceptable lighting, temperature, and air conditioning. Requires the ability to make simple gross motor responses within large tolerances.

This is a Department of Houston Public Works Emergency Management position at the Tier I Level.
MINIMUM REQUIREMENTS
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline would normally be obtained through a formal 4-year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.

MINIMUM EXPERIENCE REQUIREMENTS
Seven years of experience closely related to the activities of the area or division to be supervised are required.

MINIMUM LICENSE REQUIREMENTS
Valid Texas Driver’s License and compliance with the City of Houston’s policy on driving (AP 2-2).

PREFERENCES
Preference will be given to eligible candidates with:

Proven prior experience in the capacity of a manager or superintendent and a thorough knowledge of methods, practices, materials and equipment used in the fabrication, installation, repair, and maintenance of traffic signs, street markings, and other non-electrical traffic control devices.
Ability to teach, mentor and motivate employees
Demonstrated success in personnel development and management
Experience with budget preparation and management
Experience in tracking, measuring and reporting on traffic program/maintenance performance

Other preferences include advanced skills in Microsoft Office, excellent problem-solving abilities, strong organizational skills; the ability to work in a fast-paced environment and multi-task.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification. The salary range is:
