Responsible for the daily installation, operations and maintenance of the traffic systems throughout the city. Work is done through the supervision of a number of crew leaders, subordinates, and contractors. The main systems for which this person is responsible include; traffic signal, school flasher, sign, and pavement marking. The number one priority is to ensure public safety and then smooth traffic control while giving excellent customer service within the systems listed.
The salary range for this position is $75,700.00- $117,300.00 per year with a hiring range of $75,700.00 – $96,500.00, depending on qualifications and experience.

ESSENTIAL JOB FUNCTIONS:
Provide supervision to a highly technical and diverse group of employees. Responsible for annual budget control for a $1.7 million dollar operating budget and an infrastructure with a replacement value of over $5 million dollars. Also there is a yearly Capital Improvements Program for the signal construction budget component is typically over one-half million dollars. Must be able to respond to citizen concerns and requests on a daily basis providing solutions and answers to traffic related issues.
OTHER JOB FUNCTIONS:
Must be able to act as the Traffic Division Head filling in for the City Traffic Engineer in his absence. Must be able to respond to emergencies after hours and other duties as assigned.

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees: planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Knowledge, skills and abilities:
Must possess the ability to implement and oversee all aspects of the installation and maintenance of traffic signals, signs, and pavement markings while ensuring compliance with Federal, State, and City standards. Must be able to make budget control decisions and recommend yearly operating and capital improvement budgets. Ability to demonstrate strong leadership skills that will promote and maintain a high level of service for the citizens of Loveland and the motoring public. Ability to demonstrate a high degree of ethics, integrity, and discretion while dealing with citizens and employees.

Job specific competencies:
Education and/or experience:
Frontline management training courses required. Associates degree in electronics preferred. Minimum of 5 years technical experience in the construction and maintenance of traffic signal system, signs, and pavement markings systems required. Minimum of 5 years of supervisory experience required.
Licensure and/or certifications:
• Must possess a valid driver’s license
• International Municipal Signal Association (IMSA) Level II Signals with Electronic and Electrician Certification.
• IMSA Level II Signs and Markings Certification.
• IMSA Work Zone Traffic Control Certification.
• Colorado Contractors Work Zone Traffic Control Supervisor Certification.

Personal Computers with the following software: Naztec Central Signal System Software, Eltec Timers, Conflict Monitor Testers, Excel, GIS Archview, Intersection Magic, Microsoft Word, Innoprise Accounting, 3M Opticom Premption, calculator, printers, digital cameras, Spread Spectrum Radio’s, arial lift trucks, Naztec and 170 Traffic Controllers, underground cable locators, electronic test equipment
Working environment/physical activities:
Work is generally performed in an office environment with daily to weekly field reviews, inspections, and meetings. Emergency call outs and storm duties are required with ability to respond to the Maintenance and Operations Center at 105 W.5th Street within ½ hour of call out.
Considered essential personnel required to report for duty as directed in response to community emergencies (e.g. natural disaster, fire, flood, blizzard, etc.)
