Traffic Ops Manager
Salary: $63,972.84 - $104,824.63 Annually Location: City of Melbourne, FL Job Type: Full-Time Job Number: 01600 Division: Traffic Engineering Opening Date: 07/08/2025 Closing Date: Continuous Description THIS POSITION IS EXEMPT FROM VETERAN PREFERENCE The incumbent is responsible for the management and operation of the City’s Traffic Engineering Division. Assignments are complex in nature and are carried out within established policies, procedures, regulations and guidelines issued by the City and by the appropriate County, State and Federal agencies. Work is reviewed through observation, conferences, reports, and for results obtained. The incumbent exercises considerable independent judgement and the position requires diplomatic skills. Examples of Duties- Plans, directs, coordinates and supervises the activities of the Traffic Engineering Division.
- Establishes standards, plans, schedules and procedures for expanding, operating and maintaining the City’s Traffic operations.
- Prepares detailed reports, memoranda and correspondence; prepares traffic equipment and bid specifications; reviews and approves purchase orders for repairs, parts, products and services.
- Ensures that all required County and State documentation is provided in a timely manner.
- Supervises the development and maintenance of various records and reports pertaining to maintenance programs, schedules, and timetables; assists in establishing and administering traffic maintenance policies and standards; communicate and directs implementation of changes in policies, standards, and regulations to subordinates.
- Appraises adequacy of traffic control devices, facilities, and develops plans and priorities for modification and extensions; evaluates soundness and efficiency of operations; supervises the installation of improvements; develops work programs and budgetary estimates.
- Maintains liaison with appropriate County and State agencies regarding the City’s Traffic Operation and Control Devices
- Supervises and coordinates activities of Traffic Signal Technicians, Signage Services Technicians, Traffic Signal/ATMS Coordinator, and Sign Shop Supervisor; assigns specific projects and monitors activities to ensure compliance with City and State standards.
- Controls and allocates available resources; prioritizes projects based on greatest need and monitors budget to ensure maximum utilization of resources.
- Manages and participates in the development and administration of the Traffic Engineering Division annual budget; directs the forecast of funds needed for equipment, materials, supplies, special programs and projects; directs the monitoring of and approval of expenditures; directs and implements adjustments as necessary.
- Monitors and evaluates the efficiency and effectiveness of traffic maintenance and operations activities and procedures; assesses and monitors work loads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with City Engineer; and implements improvements.
- Responds to and resolves difficult and sensitive citizen inquiries and complaints.
- Performs field reviews for active projects and upgrades.
- Attends meetings with FDOT, TPO, Consultants, Pre-Con, and departmental leads.
- Performs other assigned duties as assigned.
- High School Diploma or equivalent;
- Ten (10) years of related experience to include a minimum of (5) years’ experience involving Advanced Traffic Management Systems (ATMS) and Traffic Management Center Operations.
- Must possess and maintain a valid Florida driver’s license.
- Must possess IMSA Traffic Signal Level II (Level III certification is preferred)
- Must possess Signs & Marking Level III and Traffic Signal Inspector certifications.
- Knowledge of modern practices in Traffic operations administration.
- Knowledge of modern management and supervisory techniques.
- Knowledge of municipal departmental operations and their relationship to overall City objectives and goals.
- Knowledge of Federal, County and State regulations relating to traffic operations.

- Directs, manages, and supervises critical day-to-day support for the Transportation Operations Division, which includes field observations, data gathering, data analyses, engineering recommendations, and implementation/execution of changes when appropriate:
- Manages the reception, investigation, and timely response to transportation operations related concerns and inquiries from city staff, policy makers, and the public.
- Oversees and manages the review and inspection of all temporary work zone traffic control and special events traffic control, in close collaboration with the Traffic Signs & Markings Maintenance Lead Technician.

- Contributes to the periodic update of the Transportation Master Plan, and development of transportation components of city plans (such as sub-area plans, transit area and network plans).
- Initiates purchase orders and contracts for services and goods with consultants and vendors and manages and monitors transportation budgets and approves expenditures.
- Directs, manages, and supervises the personnel and overall operations of the city’s Signs/Markings Shop:
- Proactively implements the city’s performance management process to achieve a supportive culture where teamwork, employee development, coaching, mentoring, and candid feedback are prioritized.
- Provides guidance and direction on work plans, allocation of staff resources and identification of priorities.
- Coordinates and communicates with other engineers in Transportation Operations regarding the time allocation and performance of supervised staff.

- Reviews crash data, identifies safety issues, and develops and implements safety improvements while coordinating with appropriate city staff.
- Conducts before/after studies to determine effectiveness and value of implemented improvements.
- Provides safety metrics and plays a key role in the city’s Vision Zero Program.
- Directs, manages, and supervises complex and challenging transportation project/program planning, design, implementation, operation, monitoring, and evaluation to achieve transportation goals and objectives outlined in the Transportation Master Plan:
- Establishes the scope, schedule, and budget for a variety of multimodal transportation planning, design, and implementation efforts.
- Manages the design and development of specific system components, services, programs which best manage transportation, based on the Transportation Master Plan policy framework.
- Serves as a senior staff liaison to the Transportation Advisory Board, City Council, community groups, governmental agencies, and other pertinent organizations:
- Coordinates and prepares for Transportation Advisory Board and City Council meetings and study sessions, including recommending agenda items, writing, and assembling documents, reviewing materials, website updates, and formulating staff recommendations and key questions for feedback.

- Continues professional growth regarding innovative approaches to transportation engineering and programming methods, design approaches, and maintains awareness of local and regional transportation issues and plans that may impact projects/programs or require input or design direction from City staff. Maintains awareness of and demonstrates sensitivity to community issues impacting the transportation planning process and deliverables.
- Represents the city in legal matters regarding transportation issues, including responding to claims against the city, compiling records, giving depositions, and provides courtroom testimony as the city’s expert witness in trials.

- Six (6) or more years of experience with a municipality, government agency or consulting firm, with focused expertise in traffic engineering.
- Experience supervising staff.
- Experience working with local, state or federal government agencies.
- Related and demonstrated professional experience working with an active and highly engaged university community.
- Supervisory experience and experience in managing contractors/consultants.
- Demonstrated creativity within an environment that has fiscal and other constraints.
- Bachelor of Science Degree in Civil Engineering from an accredited engineering university or any equivalent combination of education and experience.
- Four (4) years of experience in transportation engineering planning, design, and operations.
- Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors. If meeting qualifications with an out-of-state PE license, it would be a condition of employment to obtain your Colorado PE license within six months of hire.

- Essential Job Functions

- Design and optimize traffic signal timings and phasing plans to maximize efficiency and minimize delays.
- Performs modifications and upgrades to traffic signal controller databases using system software and traffic modeling using Synchro and Tru-Traffic software.
- Monitors system capacity and flow, identifies, and reports/repairs minor communications/computing system problems.
- Diagnoses incidents and provides coordinated quick responses to traffic and incident problems by working closely with appropriate agencies.
- Maintains computerized databases of traffic signal timings.

Job Summary
- The City of Bellevue Transportation Department Traffic Signal and Lighting group is seeking an Electronic Technician that is self-motivated and team oriented. Persons in this classification are responsible for the repair and maintenance of traffic and pedestrian signals, surveillance cameras, fiber optic/ethernet communication equipment and other Intelligent Transportation System (ITS) equipment. Open until filled with a first review date on Monday July 21st, and then screened every 3 weeks until filled.
