Traffic Technician

Hourly Full Time- Traffic and Street Light Maintenance: Perform skilled tasks related to the repair, maintenance, installation, and inspection of traffic signal and street light facilities. Respond to 24-hour emergency repair requests for traffic signals and street lights according to department on-call procedures.
- Data Collection: Collect and assist in evaluating traffic studies, including gathering traffic volume data.
- Utility and Equipment Management: Assist with utility locates for streetlights, traffic signals, and fiber optic systems. Assist with operation of vacuum trucks for Traffic Department equipment installation as needed. Safely and efficiently operate a bucket truck to perform daily tasks.
- Material Management: Order materials and supplies as needed for maintenance and repair tasks.
- Collaboration and Compliance: Work effectively with utility companies and contractors to ensure compliance with approved plans and standards, providing technical assistance and coordinating work completion. Review and respond to traffic signal, street lighting, and signage plans.
- Customer Service: Address and resolve customer and resident inquiries, concerns, and complaints.
- Record Keeping: Maintain and update computerized central signal control systems, updating records and databases (including GIS systems) related to projects and maintenance work.
- Safety and Standards: Adhere to City safety standards and perform general labor associated with work zone and roadway traffic control.
- Must be a US citizen or lawfully authorized alien worker.
- High School graduate or GED certificate and four (4) years of applicable experience; or Associate of Science degree in Engineering Technology, Electronics, and Communications Technology or closely related field from an accredited institution and two (2) years of applicable experience; or any equivalent combination of education and experience.
- Be certified as an IMSA Signal Traffic Field Technician Level I or be able to obtain such certifications within one year of hire.
- Must have a Class "B" or above CDL valid in the state of Missouri, or obtain within 120 days of employment. Commercial driver instruction permit (CDIP) must be obtained within 60 days of employment.
- Working knowledge of the hazards involved and the safety precautions necessary for the proper operation of specialized light equipment.
- Ability to frequently lift and/or move up to 25 pounds and occasionally lift and/or move more than 100 lbs.
- Cannot be colorblind.
- Certification as IMSA Work Zone Temporary Traffic Control Technician or be able to obtain within one (1) year.

Traffic Sign & Marking Specialist
- Fabricate, maintain, install and repair traffic signs, sign components and sign posts.
- Set up and remove temporary and emergency traffic control devices for parades, road closures, special events and emergency situations.
- Install, maintain and remove roadway paint striping, painted curb markings, pavement marker buttons and guideposts.
- Receive, investigate and resolve reports of damaged or missing signs.
- Interpret and implement instructions from drawings, work orders and applicable standards manuals.
- Document work performed as outlined in applicable standards and as it pertains to inventory control.
- Operate all equipment associated with signs and markings functions including personal computers, hand and power tools, motor vehicles and equipment, paint striper, paint application and removal equipment and sign fabrication equipment.

Qualifications
Graduation from high school or equivalent AND One year of experience working in roadway signage and pavement markings OR Two years as a Street Maintenance Worker, or similar position. LICENSES, CERTIFICATES AND OTHER REQUIREMENTS: Valid WA State Driver License upon appointment. Prior to completion of the nine-month probationary period, the employee must obtain a Washington State Commercial Driver License Class A with Tanker Endorsement and Air Brake restrictions removed and maintain thereafter. NOTE: The City of Tacoma pays for and provides training to the selected employee to acquire the required Commercial Driver License. Prior to completion of the nine-month probationary period, the employee must obtain a valid flagging and traffic control card, forklift certification, first aid/CPR card and International Municipal Signal Association (IMSA) level I certification for Signs and Markings and maintain all certifications and cards and maintain thereafter.Knowledge & Skills

Job Summary
Salary Pending Review Reporting to the Director of Transportation Services, the Associate Director of Traffic Systems & Operations is responsible for the overall management of the Traffic Systems and Operations section, including the development and implementation of policies related to road user safety, intelligent transportation systems and traffic operations (signals, signs & pavement markings), to ensure legislative compliance, effective and efficient operational performance, customer satisfaction and the safe movement of people and goods on the Regional Road network.Education
- Post-secondary degree or diploma in Civil or Electrical Engineering or a related discipline is required.
- An equivalent combination of education, experience and qualifications may be considered.
Knowledge
- 10 years of experience in municipal traffic systems and operations, traffic signal design, installation and maintenance and traffic signage and pavement marking, including at least 5 years in a management capacity.
- Licensed as a Professional Engineer (P. Eng) with the Professional Engineers of Ontario (PEO) OR Certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (C.E.T.).
- International Municipal Signals Association (IMSA) Level II Certification in Signals, Signs, Marking and Roadway Lighting.
- Progressive experience in the application of engineering theories, practices and trends to manage large contracts and projects, including reviewing, approving and implementing work plans and project budgets.
- Demonstrated financial management knowledge and experience in developing, implementing and monitoring operational and capital budgets.
- Demonstrated experience (5-10 years) in preparing and issuing requests for proposals, quotations, prequalification and tenders for the procurement of supplies (including preparing specifications) and retention of consultant and contractor services.
- A demonstrated record of strong leadership and guidance, team advocacy, staff delegation, empowerment, staff development and results orientation.
- Knowledge and understanding of the Highway Traffic Act, Employment Standards Act, Occupation Health and Safety Act, the Ontario Traffic Manuals, Minimum Maintenance Standards, AODA and Environmental Assessment Act.
- Significant knowledge of traffic signal design, operations and maintenance.
- Comprehensive knowledge of project management methodology based on PMI (or equivalent) project management techniques.
- Knowledge of project development, scheduling, monitoring, and control systems.
- Project Management professional (PMP) designation is preferred.
Responsibilities
Provides leadership and direction in the development and implementation of strategies, plans and policies related to traffic systems and operations, road user safety, intelligent transportation systems, and signs & pavement markings, to ensure the safe movement of people and goods on the Regional road network. (40% of time)
- Develops, manages and administers traffic programs that are required for the safe and efficient movement of people and goods on Niagara’s Regional Road system.
- Leads and directs the planning, design and implementation of intelligent transportation system (ITS) strategies and solutions, for an efficient and a safe transportation network.
- Responds to requests for service and information from elected officials, the public, news media, local municipalities and/or other agencies.
- Leads the review of development proposals affecting Regional transportation issues, advises staff in preparing comments on various technical reports prepared by consultants or agencies, and directs the completion of proposed projects/studies, in accordance with the terms of reference /budget estimates.
- Directs and manages staff in dealing with issues related to traffic engineering/operations, road user safety, daily operation of the traffic systems, and planning/design/implementation of traffic control devices.
- Evaluates changes in legislation and policies (federal, provincial and local) related to traffic systems and operations and recommends strategies to meet the changing environment. Initiates an enhanced and proactive strategy towards transportation operations and safety.
- Appears as an expert witness (as required) at various hearings, tribunals, examination for discovery, or other legal proceedings related to claims of public liability, including personal injury and/or property damage.
- Researches, prepares and presents reports to Public Works Committee, sub-committees and various external committees regarding traffic systems and operations issues.
- Provides advice and guidance regarding the design and construction of Regional roads from a road user safety and traffic systems and operations point of view.
- Regional lead for the coordination and development of traffic systems & operations initiatives and guidelines in compliance with Accessibility for Ontarian with Disability Act (AODA) regulations and applicable legislation.
Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (30% of time)

Essential Roles and Responsibilities
The ITS and Traffic signal technician is responsible for maintaining technical knowledge on products and services offered by AM signal and its partners, travel to job sites, installation and configuration of equipment, troubleshooting and documenting issues, maintaining documentation on installation activities, initiating and tracking repair requests, recurring issues with equipment or procedures, and assisting with product testing and research. This position requires frequent regional and occasional national travel and is largely self-sufficient. When not travelling or on job sites, the technician will be remotely working from their home or their preferred shared working space. Excellent self-motivation, self-discipline, time and schedule management, adherence to schedules, and maintaining a balanced workload are all additional critical skills.
· Extensive travel to job sites to perform job duties, including utilization of a company vehicle to drive to regional projects, flying on commercial airlines, hotel stays, etc. This position will primarily require travel to California, Oregon, and Washington. Occasional travel to other states may be required.
· Typical work schedules are Monday to Friday 8am to 5pm (local time) but additional hours may be required for project work or travel.

· Provide and/or assist with ensuring product training for customer agencies or other contractors is completed prior to project completion.
· Verify all required tasks are completed prior to departing from a job site. Completion of a checklist or task list may be required.
· Troubleshooting equipment issues and notating any observable findings, patterns, or trends and notifying management of any larger concerns.
· Identification of repeat issues such as equipment failures, incompatibilities with certain products or hardware, and report such issues to management, preferably with technical information on what may be causing said issues.
· Identify areas of opportunity for new or upgraded equipment at job sites or in product line offerings and share with sales reps and technical management.
· RMAs (Equipment Repairs) – Diagnose issues with equipment causing the need for repair, provide detailed technical documentation of issues to the RMA team, and maintain a historical log of issues and remedies.
· Initiate RMA requests for needs identified on your projects; follow up on the statuses of your RMA requests.
· Updating project records with tasks performed, repairs initiated, issues noted, etc.
· Utilization of any down time to effectively continue education on new products or changes to existing products, further understanding of new or existing applicable technologies, follow up on open projects, and plan for upcoming projects.

- Requires ATTSA Traffic Control Technician (TCT) certification or IMSA Work Zone Temporary Traffic Control Technician certification.
- Requires IMSA Level II Traffic Signal (Field) Technician certification.
- IMSA Level II Traffic Signal Electrician (Bench) Technician certification preferred upon hire or ability to obtain within one year of hire.
- IMSA Level I Signs and IMSA Level I Markings certifications desirable upon hire or ability to obtain within one year of hire.
- This position requires successful completion of a criminal background check including fingerprinting through a national database.
- Works mostly in field and employee may be exposed to high speed/high volume traffic and adverse weather conditions.
- This position requires the incumbent to remain available via mobile cellular device/email access during and after normally scheduled business hours. The incumbent will be subject to On-Call Duty on a Department rotating basis and will be required to respond to emergencies in accordance with the County’s On-Call Duty policy. The County’s On-Call Duty policy requires the incumbent to reside within a 50-mile radius of the daily reporting office/location.
- Must be able to perform heavy work requiring frequent repetitive lifting of 70 pounds to waist height and occasional lifting of 65 pounds to shoulder height and above.

- Performs the maintenance function for traffic signal controllers and cabinets.
