  • The Traffic Signal Technician performs skilled maintenance, repair, and specialized technical services on traffic signals which may include providing guidance and technical knowledge to other staff and ensuring proper procedures and quality service.
Example of Duties
  • Develops schedules and collects data for traffic related projects and studies.
  • Inputs and scans data into computer systems; records and logs information; generates reports; maintains related documentation.
  • Inspects, diagnoses, modifies, installs, and repairs traffic signals, timing, battery backup, lighting systems, conduits, poles, signal heads, controllers, switches, video cameras, vehicle detectors, and wired and wireless communication facilities.
  • Operates vehicles and equipment, including bucket trucks, boom lifts, arrow board trucks, and other related equipment.
  • Orders materials and parts for projects and maintains inventory, researches vendors and products for pricing and quality.
  • Provides input to traffic control plans and ensures compliance with standards and regulations; installs street barricades, traffic cones, and signage for lane closures; controls traffic around work sites to ensure safe conditions for the public and City staff.
  • Repairs and maintains in-pavement flashing light systems for crosswalks, flashing beacons, and driver speed feedback signs.
  • Responds to citizen inquiries, requests, and complaints, including traffic signal emergencies.
  • Tests and certifies traffic malfunction monitor units.
  • Performs related duties as assigned.
  • Duties represent only the core areas of responsibilities; specific position assignments will vary depending on the department's needs.
Typical Qualifications MINIMUM QUALIFICATIONS: Education and Experience High School Diploma or GED and four (4) years’ of related experience related to area of assignment; or an equivalent combination of education and experience sufficient to successfully perform the job's essential duties. WORKING CONDITIONS Must be able to work flexible hours, including early mornings, evenings, weekends, and holidays. Incumbents in this position work in indoor and outdoor environments and experience exposure to heat, cold, noise, wind, dust, and other extreme weather conditions; exposure to mechanical, chemical, electrical, and respiratory hazards; work on slippery or uneven surfaces; and moderate to loud noise levels. Position typically requires standing, sitting, walking, lifting, carrying, pushing/pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, vision, hearing, talking, and foot controls. MINIMUM QUALIFICATIONS Education and Experience

JOB DESCRIPTION JOB SUMMARY Under the direction of the Supervisor of Traffic Signals, the Signals Electrician plans, assembles, connects, installs, repairs, inspects, tests, configures, and maintains various traffic signal related electrical systems (AC and solar).  Performs installation and maintenance of traffic signal equipment, vehicle detection systems, wiring systems, communication and video equipment, roadway illumination, flashing beacons, and overhead signage. Maintains applicable records using the division’s computerized maintenance management system (CMMS). Maintains compliance with Ontario Minimum Maintenance Standards (MMS), through service and inspections.   Ensures electrical system specifications meet Niagara Region standards and the Ontario Electrical Safety Code (OESC).  Reviews/comments on signal and illumination projects (capital and operational), addressing concerns and potential problems or conflicts resulting from contract drawings and specifications pertaining to field conditions.  Operates trucks over 11,000 kg Gross Vehicle Weight (GVW) with an aerial device, in accordance with the Highway Traffic Act (HTA), Public Commercial Vehicle Act (PCVA) and Regional guidelines. QUALIFICATIONS EDUCATION
  • Completion of Ontario Secondary School Diploma (OSSD) or equivalent.
  • Must possess and maintain a valid Certificate of Qualification as a Construction and Maintenance Electrician (309A) in the province of Ontario.
  • Must possess a Certificate of Apprenticeship as a Construction and Maintenance Electrician (309A), which includes completion of a 9000 hours (approx. 5 years) Electrical Apprenticeship Program or a recognized equivalent.
  • Additional post-secondary or continuing education in electrical/electronic technologies is an asset.
  • Additional education and training in the operation, installation and maintenance of traffic signal control devices is an asset.
  • Must successfully obtain and/or maintain International Municipal Signal Association (IMSA) (or equivalent) training in Work Zone Safety, Signals Level II, and Roadway Lighting Level I, as soon as practicable after commencing employment.

KNOWLEDGE/EXPERIENCE
  • Three to five years of experience in Traffic Operations or a similar environment.

  • Working knowledge with computerized maintenance management systems (CMMS) is an asset.
  • Experience in the preparation of OTM Book 7 compliant Traffic Control Plans (TCPs).
SKILLS
  • Must be competent in operating tools and equipment related to the maintenance of traffic signal infrastructure and roadway illumination electrical systems.
  • Must be able to read and interpret blueprints, contract drawings, as-built drawings, specifications, and operational manuals.
  • Must possess above average proficiency in computer and PLC based systems.

Key Duties & Responsibilities:

 Perform duties related to all aspects of meter maintenance, testing, installation and removal. Install and maintain traffic signal equipment and related devices. Liaise with various stakeholders (other departments, customers, suppliers, etc.) regarding metering or related issues. The Department of Environmental Services (DES) is hiring an Electrical/Traffic Signal Technician to perform skilled work for Intelligent Transportation Systems (ITS) including traffic signal construction, installation, repair, and maintenance. Technicians primarily support the electrical and electronic maintenance repair work of over 300 intersections including streetlights at all times of day, and a multitude of ITS equipment and support devices. Responsibilities Specific duties for each level include: ITS Technician Trainee:
  • Performing entry-level work for the routine installation, repair, and maintenance of ITS equipment, traffic signal, and streetlight devices;
  • Troubleshooting device operational performance to determine and confirm correction procedure, including implementing operational correction procedures to maintain proper performance of field devices;
  • Adjusting field device settings to assist system operational diagnose work; and
  • Following Virginia Work Area Protection Manual to establish proper work zone, working near traffic, cramped spaces, and using aerial bucket trucks within established work zones.
ITS Technician I:
  • Performing journey-level work for the routine installation, repair, and maintenance of ITS equipment, traffic signal, and streetlight devices including using heavy equipment such as an aerial truck;
  • Conducting routine field inspections to determine functionality of equipment and investigating complaints regarding outages and brightness levels of streetlights;
  • Performing preventive maintenance to streetlight and traffic control equipment such as pulling cables and ensuring all safety requirements are met;
  • Reconstructing and refurbishing traffic signal equipment or defective electrical equipment; including advising management if continued inoperability of equipment could pose a safety hazard;
  • Consulting with traffic operations staff or vendor representatives to identify and resolve technical problems;
  • Setting and removing temporary traffic control signage, cones, and barricades to safely complete installations and repairs; and
  • Utilizing a work order system to generate reports and review performance data on traffic signals and streetlights.
ITS Technician II:
  • Performing highly skilled senior-level work for the installation, repair, and maintenance of signalized intersections and a wide variety of traffic signal devices including controllers, cabinets, signal heads, vehicle loops, detection systems, emergency pre-empt equipment, video equipment, and flashing beacons;
  • Investigating high-level complaints and troubleshooting, repairing, replacing, or modifying traffic signal and/or streetlight equipment based upon customer feedback;
  • Performing electrical system wiring and installations, such as handholes and junction boxes, pulling overhead and underground cables, and locating conduits, cables, and other underground devices;
  • Evaluating and participating in the design and construction tests of new equipment, including inspecting and testing equipment installed by contractors, and providing documented feedback to manager; and
  • Conducting preventive maintenance for overhead signals, cabinets, school flashers, and a variety of other ITS devices to ensure all safety requirements are met.
The ideal candidate for all levels will possess:
  • Technical expertise in the installation, maintenance, and repair of streetlight and traffic signal systems, and other electronic control devices.
  • Demonstrated ability to work in an operational environment where emergency response is a key component; and
  • A proven track record of successfully working within a team, superior customer interactions, and have effective communication skills.
Qualifications Minimum Requirements for each level: High school diploma/equivalent, plus; ITS Technician Trainee:
  • Some experience in the maintenance and repair of ITS equipment or other electronic and electrical equipment;
  • Must receive the following certifications within one year of hire:
    • VDOT Intermediate Work Zone Certification; and
    • IMSA Traffic Signal Technician Level I or IMSA Roadway Lighting certifications.
ITS Technician Level I:
  • One (1) year of experience in the maintenance and repair of ITS equipment or other electronic and electrical equipment;
  • Must possess the following certifications:
    • VDOT Intermediate Work Zone Certification; and
    • IMSA Traffic Signal Technician Level I or IMSA Roadway Lighting certifications.
ITS Technician Level II:
  • Two (2) years of experience in the maintenance and repair of ITS equipment; and
  • Must possess the following certifications:
    • VDOT Intermediate Work Zone certification;
    • ISMA Traffic Signal Technician Level II certification; and
    • ISMA Roadway Lighting certification.
Desirables: Preference may be given to candidates with one or more of the following:
  • Associate degree in Electronics or Electrical Science or Trades school in a related field;
  • Training or experience using the National Electrical Code (NEC) or Journeyman or Master Electrical license;
  • Experience using, asset management systems, PublicStuff/311-Report-A-AProblem, MS Office, or similar systems;
  • Experience using traffic management systems; and/or
  • Commercial Driver’s License (CDL).
Special Requirements The applicant must possess a valid driver's license, and authorize Arlington County to obtain, or the applicant must provide a copy of official driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record. A pre-employment criminal records check will be conducted.  It may include checks of the following: criminal record, driving record, education, reference check, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information. Candidates hired at the trainee level must receive the listed required licenses or certifications within one year of hire. Additional Information Work Hours:  Monday through Friday, 6:00 a.m. to 2:30 p.m. Occasional call-back hours and alternative schedules for emergency situations or repairs is required. Note: The official job title is ITS Technician I/II.  This position may be filled at the Trainee level, or full performance level as an ITS Technician I or II. These positions are part of a multi-grade pay band. Employees may earn increases and are eligible to progress through the band after acquiring additional skills, training, certifications, or licenses. Salary Range Information:
  • ITS Technician Trainee: $56,784.00– $91,000.00
  • ITS Technician I: $59,633.60 - $91,000.00
  • ITS Technician II: $64,521.60 - $98,488.00

JOB CLASSIFICATION: Signal Technician I                     SALARY: $46,243.00 - $55,045.00 DEPARTMENT: Public Works - Streets                                            Full-time / Non-Exempt JOB DESCRIPTION: Under the general direction of the Traffic Supervisor, this position will assist with constructing, installing, testing, inspecting, troubleshooting, repairing, and maintaining traffic signals, school zone flashers, and streetlights. Assists with setting up controllers and installing vehicle detections systems, communication equipment, and other traffic signal equipment. Installs and maintains traffic signs on all traffic signal poles and arms. The signal technician I, should be capable of performing basic signal tasks with supervision. Will also be responsible for assisting in the operations of the Traffic Management Center. EXAMPLES OF WORK TO BE PERFORMED:
  • Troubleshoot, install, remove, replace, and repair traffic signal, school flasher, and street light equipment.
  • Inspects traffic signal equipment at operational intersections to ensure signals and school zone flashers are operating as programmed.
  • Assists with responding to trouble calls on equipment malfunctions; identifies problems; repairs or replaces faulty equipment; properly documents trouble calls and problem resolution. Assist with the inventorying of materials and equipment.
  • Performs line locates for underground traffic signals and street lighting equipment as needed.
  • Assists with programming deploying message boards for special events or emergencies, as needed.
  • Routinely patrols streets to identify traffic signals that may need repair.
  • Assists with performing routine maintenance on traffic control devices and other equipment.
  • Assists in replacing damaged parts such as load switches, relays, flashers, batteries, bulbs, heads and documents process.
  • Responds to emergency calls during regular business hours and may also perform a mandatory rotating after hours on-call duty.
  • Make recommendations and carry out plans with the approval of the supervisor.
  • Creates and maintains daily work records, maintenance history and work orders.
  • Installs and maintains overhead traffic signs that mount on traffic signal poles, by using a bucket truck.
  • Flags traffic and installs work zone signage and barricades needed to perform work safely at job sites.
  • Implements safety procedures at job sites.
  • Trims trees that obstruct traffic signals and signs.
  • May be required to remove debris, fallen trees and limbs; replace street signs during or after hazardous weather or other emergencies.
  • Assists in the day to day operations of the TMC
  • Other Duties as assigned under the Traffic Division.
OTHER DUTIES:
  • May be required to work weekends or after hours to support traffic management and operations for special events or emergency situations.
  • May be required to assist with setting up traffic control or detours necessary for special events and emergency situations.
  • Regular and consistent attendance for the assigned work hours is essential.
  • May work an on-call rotation and overtime as required, once becoming a certified IMSA Traffic Signal Level I and after a six month probation period.
  • Must live within 45 minutes of Mansfield city limits.
  • Will be required to respond to emergency/after hour calls in a timely manner.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
  • Knowledge and ability to follow City policies and procedures.
  • Knowledge of the common principles, practices, equipment, materials, and methods used in the installation and maintenance of traffic control devices.
  • Knowledge of TxDOT work zone safety requirements and procedures.
  • Knowledge of the Manual of Uniform Traffic Control Devices.
  • Knowledge of occupational safety and health rules, regulations, practices, and procedures.
  • Knowledge of computers and computer related software.
  • Skill in oral and written communications.
  • Skill in basic mathematical calculations.
  • Ability to maintain accurate and complete records.
  • Ability to communicate effectively verbally and in writing.
REQUIRED EDUCATION, TRAINING AND EXPERIENCE:
  • High School Diploma or GED or equivalent combination of education and experience.
  • IMSA Work Zone or ability to obtain within 6 months of date of hire.
  • IMSA Traffic Signal I preferred or the ability to obtain within 6 months of date of hire.
  • Must pass a pre-employment drug screen, physical agility test, criminal background check and MVR check.
  • Must possess a State of Texas Class B CDL Driver’s License within 12 months of employment.
