SALARY RANGES: Signal Light Technician I:   $4,925.74 - $5,987.32 / Mo. Signal Light Technician II: $5,176.24 - $6,291.74 / Mo. SUPERVISION RECEIVED AND EXERCISED  Receives technical and functional direction and training from the Street Maintenance Supervisor and general supervision from the Street Maintenance Manager. No supervision of staff is exercised. CLASS CHARACTERISTICS Signal Light Technician I: This is the entry-level class in the signal light technician series.  Initially under close supervision, incumbents perform a range of duties required to ensure that the City’s street signals, lights, and traffic control systems are functioning in a manner that provides the highest level of safety for public use.  Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of tasks in the preventative maintenance and minor repair of City traffic controls systems.  As experience is gained, assignments become more varied and are performed with greater independence.  This class is distinguished from the Signal Light Technician II in that the latter performs the more complex preventative maintenance, troubleshooting, repair, and installation duties that requires additional knowledge, skills, and experience. Signal Light Technician II: This is the journey-level class in the signal light technician series. This class independently performs the full range of duties required to ensure that the City’s street signals, lights, and traffic control systems are functioning in a manner that provides the highest level of safety for public use.  Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of tasks in the preventative maintenance and repair of City traffic controls systems.  This class is distinguished from the Street Maintenance Supervisor in that the latter is responsible full supervisory level class in the series responsible for organizing, assigning, supervising, and reviewing the work of assigned staff involved in the Streets division. Examples of Essential Functions (Illustrative Only) Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
  • Performs preventative maintenance, conducts walking surveys and visual checks of signal hardware.
  • Changes various types of street and traffic lights.
  • Inspects in street traffic signal loops and reseals as needed.
  • Makes minor repairs or adjustments to traffic signal hardware.
  • Performs basic cabinet maintenance.
  • Assists with and makes minor repairs to traffic signals.
  • Assist with repairs, installs, and maintains traffic loops.
  • Maintains all signal timing records stored in cabinets.
  • Operates and maintains a variety of hand and power tools.
  • Utilizes aerial lifts to perform required maintenance and repair of devices and equipment.
  • Responds to maintenance and replacement of streetlights and traffic signals.
  • Assists with the maintenance of all City owned streetlights, parking lot lighting, and school flashers.
  • Maintains records and logs of daily activities; prepares reports as necessary.
  • Observes safe work methods and makes appropriate use of related safety equipment as required.
  • Performs preventative maintenance checks on traffic controllers’ operations and timing plans.
  • Responds to maintenance and repair emergency situations as required.
  • Performs related duties as assigned.
Signal Light Technician II, in addition to the above:
  • Coordinates signal operations; troubleshoots, maintains, and oversees traffic signal installation.
  • Repairs, installs, and maintains flashing school, pedestrian, and stop sign equipment or related.
  • Performs skilled electrical and electronic work on traffic signal and related equipment; adjusts and replaces electronic, electrical, and mechanical components.
  • Inspects, removes, and repairs streetlights and auxiliary equipment such as control boxes, light fixtures, lamps, and circuitry.
  • Prepares reports and maintains schematic drawings, operations manuals, accurate work records, and problem and repair logs on related equipment.
  • Assists Traffic Engineer in the design of localized traffic signal systems.
  • Performs field inspections of electrical work in new, modified, or relocated traffic signal controllers and appurtenances to ensure compliance with the city electrical code, and with the intended operations of the signal.
  • Investigates complaints of malfunctioning or improper timing of traffic signals.
  • Assists in adjusting timing of traffic signals.
  • Coordinates and oversees repairs, installation and maintenance of traffic loops.
  • Repairs, installs, and maintains video detection systems (VDS).
  • Meets with contractors, manufacturers' representatives, engineers, and field inspectors to resolve problems related to traffic signal operations; ensures adherence to plans.
  • Sets signals and traffic loops on temporary safe timing at construction sites.
  • Responds to complaints and answers questions from public or escalates to supervisor, as necessary.
  • Provides information to the public concerning traffic related activities.
  • Orders and maintains traffic controller replacement parts inventory; participates in quoting, bidding, ordering, and purchasing of equipment and materials.
Qualifications / Requirements QUALIFICATIONS  Knowledge of:
  • Basic electricity knowledge.
  • The operation and minor maintenance of a variety of hand and power tools, vehicles, and power equipment.
  • Basic traffic control procedures and traffic sign regulations.
  • Applicable Federal, State, and local laws, codes and regulations.
  • Basic arithmetic related to electrical and electronic components.
  • Safety equipment and practices related to the work.
  • Basic record keeping principles and concepts.
  • Safe driving rules and practices.
  • Basic computer software related to work.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for providing a high level of customer service to the public and City staff, in person and over the telephone.
Signal Light Technician II, in addition to the above:
  • Components and parts of electronic and electrical devices used in traffic control equipment.
  • Principles, methods, and practices in the design of traffic signals, timing plans, and signal phasing.
  • Principles, methods, materials, tools, and practices used in the troubleshooting, preventative maintenance, and minor repair of electronic, electrical, and mechanical devices used in street lighting and traffic control.
Ability to: 
  • Acquire the necessary skills to: perform tasks related to the installation, maintenance, and repairs of traffic signals and street lights.
  • Safely and effectively use, operate, and maintain the full range of equipment and tools required for work.
  • Perform routine equipment maintenance while elevated above traffic in a boom truck platform.
  • Work with equipment requiring good motor coordination and physical strength.
  • Perform maintenance and inspections, for extended periods of time in all types of weather.
  • Use computers and software used in traffic signal controllers.

Signal Light Technician II, in addition to the above:
  • Inspect, test, repair, and adjust complex traffic control devices.
  • Perform inspections and maintenance for extended periods of time in all types of weather.
  • Operate heavy equipment including, but not limited to, loaders, backhoes, and skid steers.
  • Read and interpret plans, wiring diagrams, blueprints, and technical regulations.
  • Coordinate and review the work of traffic signal contractor in the field.
  • Bring a cabinet/controller on-line.
  • Test and troubleshoot communication cable.
  • Organize own work, set priorities, and meet critical time deadlines.
Education and Experience: Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying.   A typical way to obtain the required qualifications would be: Signal Light Technician I-II: Equivalent to the completion of the twelfth (12th) grade supplemented by specialized training in electrical studies, industrial technology, or the installation, maintenance, and repair of traffic signal control devices. Signal Light Technician I: One (1) year of increasingly responsible industrial maintenance experience; maintenance and repair of streetlights, traffic signals, automated traffic management systems; or related electrical systems. Signal Light Technician II: In addition to the above, two (2) years increasingly responsible experience in the maintenance and repair of streetlights, traffic signals, automated traffic management system experience equivalent to Signal Light Technician I, at the City of Tulare. Licenses and Certifications:  Signal Light Technician I-II:
  • Possession of, or ability to obtain, a valid Class C California driver’s license, by the time of appointment.
Signal Light Technician I:
  • Possession of, or ability to obtain an International Municipal Signal Association (IMSA) Level I Technician Certificate, within twelve (12) months of appointment.
  • Possession of, or ability to obtain, a valid Work Zone Flagger certificate issued by an authorized flagger trainer meeting the requirements of Cal-OSHA and the California Manual on Uniform Traffic Control Device (CA MUTCD), within one year of appointment.
Salary Range: $ 4,397.98 - 5,345.82 Signal Light Technician II:
  • Possession of, an International Municipal Signal Association (IMSA) Level I Technician Certificate.

Traffic Repairperson – Signs

Job Details: Permanent Full-Time (CUPE 136) Posting Status: Open to Town of Oakville employees and external applicants Closing Date: Applications will be accepted on-line at www.oakville.ca in the employment section no later than midnight on June 9, 2025. Specific Duties shall include:
  • Installation, maintenance and repair of all traffic control and street name signage, in accordance with the Ontario Traffic Manuals, Municipal Act and the Highway Traffic Act

  • Installation and maintenance of road closures and detours for community and special events, construction projects and emergencies

  • Snow removal at school crossings and PXO locations
  • Creation & Completion of work orders
  • Completion of traffic control plans and set-up of required temporary traffic control devices
  • Maintenance of accurate records, including updating inventory systems in CIS, and GIS, HOS Logs, and diaries of daily activities
  • Liaison with Public Works staff, other Town Department, public sector agencies, contractors and Town residents, regarding sign installation and maintenance concerns
  • Maintain vehicles and equipment in a clean, tidy condition, makes regular inspections, reports deficiencies, etc. in a prescribed manner
  • Required to hand-dig sign installations and to work outdoors during all weather conditions.
  • Required to work weekends/nights during special events
  • Will be frequently assigned periods for stand-by/on-call duties for overnights and weekends throughout the year
  • Accountable for all vehicles, tools and equipment assigned
  • Produces signs using computer and sign fabricating equipment
  • Performs other duties as assigned
Qualifications:
  • Applicants must have a Grade 12 diploma and a minimum of two years' experience in municipal traffic operations.
  • The successful applicant must also possess IMSA Traffic Signs Level 1 or equivalent from IMSA Ontario, and Work Zone Safety.
  • Familiarity with the Occupational Health and Safety Act, Ontario Traffic Manuals, Highway Traffic Act and Municipal Act is also required. Comprehensive knowledge of Ontario Traffic Manual Book 7 – Temporary Conditions, including how to document and set-up traffic control plans is essential.
  • The successful candidate must possess superior organizational abilities and work well independently, with limited supervision.
  • Good verbal and written communication and analytical skills are important, as are effective interpersonal skills to enable the candidate to represent the Department in a professional and courteous manner in dealing with a wide variety of individuals (technical and professional colleagues, other Town staff, contractors, residents and the general public).
  • Candidates must be available for stand-by duty, after hours service calls and work related to special events on nights, weekends and holidays.
  • Must hold and provide a copy of a valid and unrestricted Ontario Driver’s Licence Class DZ minimum (standard and automatic transmission) with a driving record that demonstrates responsible and safe driving behavior. Note: Applicants with 6 or more points are ineligible for consideration.     What you will be doing

    • Provide technical support to the Operations Division within the Infrastructure Services Department in the effective and efficient delivery of roadway illumination, park lighting, pedestrian level lighting, sportsfield/court lighting, specialty lighting, and power pedestals/receptacles

    • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, traffic signal plans/specifications and procedure manuals.
    • Must have a valid driver's license and clean driving record.

    • Installs new traffic signal control cabinets using multi-conductor color-coded traffic signal cables.
    • Programs controllers, monitors, and associated equipment for use as replacements for defective equipment.
    • Inspects work reports to insure completion of work within an assigned geographical area.
    • Determines traffic signal coordination between intersections from time-space diagrams.
    • Performs necessary repairs and preventative maintenance on traffic signal equipment.
    • Checks relays, controller timing, and wiring.
    • Inspects traffic signal equipment installed by private contractors for compliance with FDOT and COJ specifications.
    • Assists in construction of traffic control devices by signal construction crews.
    • Operates lift trucks with a gross vehicle weight rating of more than 8,000 pounds.
    • Trains, assigns and reviews the work of assigned personnel.
    • Demonstrates proficiency in the City of Jacksonville's Competencies.
    • Performs related work as required.
     

    Knowledge, Skills and Abilities

    • Knowledge of the techniques, methods, and practices used in the installation, maintenance and repair of traffic and allied signal system equipment.
    • Knowledge of the materials, tools, and equipment used in the installation, maintenance and repair of traffic signal system equipment.
    • Knowledge of solid-state and digital circuitry and controllers.
    • Knowledge of the principles and theory of electricity.
    • Knowledge of occupational hazards and safety precautions.
    • Ability to interpret time-space diagrams for traffic signal coordination.
    • Ability to replace or repair signal cable.
    • Ability to distinguish colors in wiring and cables.
    • Ability to lift, load, unload and transport traffic signal heads weighing up to 85 pounds.
    • Ability to replace or repair span wire or signal cable from a lift truck platform.
    • Ability to read and apply written job-related materials.
    • Ability to communicate effectively.
    • Ability to operate power, mechanical, and hand tools.
    • Ability to operate motor vehicles including vehicles with a gross vehicle weight rating of more than 8,000 pounds.
     

    Open Requirements/Supplemental Information

    • A three (3) year of education and/or experience in electricity, electronics or traffic signal installation (maintenance or repair).
    • Must be free from color blindness.
    LICENSING/CERTIFICATION/REGISTRATION:  
    • A valid Class E Driver's License is required prior to appointment and must be maintained during employment in this class.
    • Must qualify for prior to appointment, obtain and maintain during employment in this class the City of Jacksonville Certification as a Public Driver.
    • I.M.S.A. Level I Traffic Signal Certification must be successfully completed within twelve (12) months from the date of probationary appointment and Level II certification must be successfully completed within twenty-four (24) months from the date of probationary appointment.
    OTHER REQUIREMENTS:  
    • The probationary period for this class is six (6) months.
    • This classification performs safety-sensitive functions and is subject to pre-employment and random drug/alcohol testing programs as set forth in the City of Jacksonville's Drug Free Workplace Policy (Directive 0401).
