Traffic Signal-Sign Technician II

Center Street Goldsboro Job Type: Full-Time Permanent Job Number: 2024-00052 Department: Engineering Opening Date: 08/30/2024 Closing Date: Continuous Description General Statement of Duties/Distinguished Features of the Class Hiring range is negotiable between $46,603 and $60,118 depending on a candidate's qualifications and experience Performs semi-skilled to skilled work in the maintenance and repair of the City’s traffic signal & sign system. An employee in this class is responsible for the maintenance and repair of the City’s traffic signs, pavement markings, and signal system. Work includes performing day to day operations of the sign maintenance and fabrication shop including sign design, sign replacement, city vehicle decals monitoring and replacement, inventorying and ordering materials, responding to trouble calls, documentation of trouble calls and their resolutions, the installation of new traffic signals, the performance of routine maintenance and repairs and emergency repairs of traffic signal system equipment to ensure that all equipment operates within City and NCDOT standards, conducting traffic counts, and performing related tasks. Work also involves familiarization with the Federal Highway Administration (FHWA), NC Department of Transportation (NCDOT), Manual on Uniform Traffic Control Devices (MUTCD) and local traffic control requirements to ensure street signs and markers remain in compliance. Essential Duties and Tasks: • Repairs and installs traffic signal equipment. • Performs preventive maintenance on all signal system equipment, including inspecting and cleaning equipment, inspecting voltages, vehicle detection devices, sign design and fabrication, sign replacement, maintaining daily records, updating GIS overlay, etc. • Conducts design, layout, fabrication of signs in accordance with MUTCD, and diagnostic testing on signal components. • Operates bucket truck and /or works in bucket during repair/maintenance of signal lights. • Conducts daytime and nighttime conditional assessments of signs and marking to ensure visibility, responds to reported problems, and performs necessary repairs. • Maintain adequate inventory, cleans and maintains signal shop. • Directs and assists with painting lines, symbols, crosswalks, and other traffic control markings within the roadways. • Performs various signal related tasks, such as traffic counts, bench repairs, cabinet preparation, etc. • Serves on-call on a bi-weekly basis and responds within a timely manner to emergency situations. • Documents and files intersection maintenance, repairs, and resolutions. • Assists with the installation and removal of street decorations. • Performs other related duties as assigned. Knowledge, Skills and Abilities • Knowledge of the methods, materials and equipment used in the installation, repair, and maintenance of electronic traffic control equipment. • Knowledge of the National Electric Code. • Knowledge of NCDOT traffic signal and sign specifications. • Knowledge of City traffic and sign ordinances. • Knowledge of FHWA, MUTCD, city’s sign policies and procedures, and local ordinances. • Knowledge of the basic principles and theories of electricity and the operation of electronic equipment. • Knowledge of electrical and work zone safety practices and procedures. • Ability to operate a variety of hand and power tools. • Ability to communicate effectively in oral and written forms. • Ability to read and interpret electrical drawings and diagrams. • Ability to operate a bucket truck, hand tools, and other equipment used in signal system maintenance. • Ability to identify traffic signal system problems and accurately communicate problems to supervisory personnel when appropriate. Physical Requirements/Special Requirements PHYSICAL DEMANDS: The work is heavy work, which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects. The following additional physical abilities are also required: balancing, climbing, grasping, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity and walking. WORK ENVIRONMENT: The work is generally performed in both inside and outside environments, in extreme hot and cold weather, at heights, and exposure to various hazards such as vehicular traffic, electrical current, and moving mechanical equipment. Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are required. The work involves occasional moderate risks or discomforts which require special safety precautions, e.g. working around moving parts or machines, irritating chemicals, etc. Employees may be required to use protective clothing or equipment such as masks, coats, boots, goggles, gloves, or shield. MINIMUM REQUIREMENTS: • High school diploma or equivalent. • Five (5) years of related experience. • Or an equivalent combination of education and/or experience. SPECIAL REQUIREMENTS: • Possession of a valid North Carolina Driver’s License. • IMSA Work Zone Safety Certification or the ability to obtain as determined by NCDOT requirements. • IMSA Traffic Signal Level II Certification or the ability to obtain as determined by NCDOT requirements. - Performing electrical system wiring and installations, such as handholes and junction boxes, pulling overhead and underground cables, and locating conduits, cables, and other underground devices;

Qualifications

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS: Valid WA State Driver License upon appointment. Prior to completion of the nine-month probationary period, the employee must obtain a Washington State Commercial Driver License Class A with Tanker Endorsement and Air Brake restrictions removed and maintain thereafter. NOTE: The City of Tacoma pays for and provides training to the selected employee to acquire the required Commercial Driver License. Prior to completion of the nine-month probationary period, the employee must obtain a valid flagging and traffic control card, forklift certification, first aid/CPR card and International Municipal Signal Association (IMSA) level I certification for Signs and Markings and maintain all certifications and cards and maintain thereafter.Knowledge & Skills

Salary Pending Review Reporting to the Director of Transportation Services, the Associate Director of Traffic Systems & Operations is responsible for the overall management of the Traffic Systems and Operations section, including the development and implementation of policies related to road user safety, intelligent transportation systems and traffic operations (signals, signs & pavement markings), to ensure legislative compliance, effective and efficient operational performance, customer satisfaction and the safe movement of people and goods on the Regional Road network.Education
- Post-secondary degree or diploma in Civil or Electrical Engineering or a related discipline is required.
- An equivalent combination of education, experience and qualifications may be considered.
Knowledge
- 10 years of experience in municipal traffic systems and operations, traffic signal design, installation and maintenance and traffic signage and pavement marking, including at least 5 years in a management capacity.
- Licensed as a Professional Engineer (P. Eng) with the Professional Engineers of Ontario (PEO) OR Certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (C.E.T.).
- International Municipal Signals Association (IMSA) Level II Certification in Signals, Signs, Marking and Roadway Lighting.
- Progressive experience in the application of engineering theories, practices and trends to manage large contracts and projects, including reviewing, approving and implementing work plans and project budgets.
- Demonstrated financial management knowledge and experience in developing, implementing and monitoring operational and capital budgets.
- Demonstrated experience (5-10 years) in preparing and issuing requests for proposals, quotations, prequalification and tenders for the procurement of supplies (including preparing specifications) and retention of consultant and contractor services.
- A demonstrated record of strong leadership and guidance, team advocacy, staff delegation, empowerment, staff development and results orientation.
- Knowledge and understanding of the Highway Traffic Act, Employment Standards Act, Occupation Health and Safety Act, the Ontario Traffic Manuals, Minimum Maintenance Standards, AODA and Environmental Assessment Act.
- Significant knowledge of traffic signal design, operations and maintenance.
- Comprehensive knowledge of project management methodology based on PMI (or equivalent) project management techniques.
- Knowledge of project development, scheduling, monitoring, and control systems.
- Project Management professional (PMP) designation is preferred.
Responsibilities
Provides leadership and direction in the development and implementation of strategies, plans and policies related to traffic systems and operations, road user safety, intelligent transportation systems, and signs & pavement markings, to ensure the safe movement of people and goods on the Regional road network. (40% of time)
- Develops, manages and administers traffic programs that are required for the safe and efficient movement of people and goods on Niagara’s Regional Road system.
- Leads and directs the planning, design and implementation of intelligent transportation system (ITS) strategies and solutions, for an efficient and a safe transportation network.
- Responds to requests for service and information from elected officials, the public, news media, local municipalities and/or other agencies.
- Leads the review of development proposals affecting Regional transportation issues, advises staff in preparing comments on various technical reports prepared by consultants or agencies, and directs the completion of proposed projects/studies, in accordance with the terms of reference /budget estimates.
- Directs and manages staff in dealing with issues related to traffic engineering/operations, road user safety, daily operation of the traffic systems, and planning/design/implementation of traffic control devices.
- Evaluates changes in legislation and policies (federal, provincial and local) related to traffic systems and operations and recommends strategies to meet the changing environment. Initiates an enhanced and proactive strategy towards transportation operations and safety.
- Appears as an expert witness (as required) at various hearings, tribunals, examination for discovery, or other legal proceedings related to claims of public liability, including personal injury and/or property damage.
- Researches, prepares and presents reports to Public Works Committee, sub-committees and various external committees regarding traffic systems and operations issues.
- Provides advice and guidance regarding the design and construction of Regional roads from a road user safety and traffic systems and operations point of view.
- Regional lead for the coordination and development of traffic systems & operations initiatives and guidelines in compliance with Accessibility for Ontarian with Disability Act (AODA) regulations and applicable legislation.

- Investigates new technologies to be piloted and adopted in Niagara region.
Develops, manages and administers annual and multi-year Capital and Operating budgets for the division, ensuring support of Council’s objectives, financial transparency and accountability, budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies.
