GENERAL PURPOSE  Performs technical activities, installing, constructing, maintaining, repairing, and inspecting traffic signal and street lighting systems and various other electrical and electronic systems and equipment. Work involves performing daily and annual operations to ensure the success of the city’s traffic control device assets. This includes traffic signals, streetlights, school zone and crosswalk flashers, and speed radar signs. Work is performed in inclement weather and at night and on holidays or weekends.

Essential Duties and Responsibilities

  • Maintains, repairs, troubleshoots, and upgrades traffic signal equipment, along with school zone flashers, speed signs, RRFB’s, LED stop signs, and various beacon equipment.
  • Maintains and repairs street lighting on arterial roads in the city.
  • Operates, troubleshoots, and programs traffic signal parameters, implementing timings as directed by city’s Traffic Engineer and/or Lead Signal Technician.
  • Assists in responding to reports of issues and requests related to equipment that fall under the work of the traffic signal workshop.
  • Prepares, maintains, and develops all necessary records of traffic signals and equipment malfunctions; repairs, troubleshoots, and conducts preventive maintenance. Adheres to policies and procedures as it applies to traffic signal records when repairs, installations, or preventative maintenance is performed.
  • Ensures maintenance schedules are adhered to for all electrical and electronic traffic control devices; ensures appropriate inventory records are maintained on all electrical and electronic traffic control devices.
  • Installs, repairs, and maintains underground conduits, energized overhead and underground wiring system, wires, junction boxes, cabinets, switchboards, controllers, and electrical power equipment.
  • Installs and repairs traffic loop. Cleans, repairs and replaces traffic signal heads, indications, cabinets and overhead street signs, as required.
  • Troubleshoots and repairs outages and/or malfunction on beacon indication traffic control devices, associated electrical wiring system and streetlight systems.
  • Responds to emergencies involving traffic and pedestrian signals, street lighting, and traffic signs on signal equipment.
  • Locates underground electrical and communication utilities as requested.
  • Maintains and repairs shop electronic test equipment.
  • Assists with the review process for plans, specifications, and systems designed by consultants.
  • Assists with maintaining various types of traffic video and communications systems throughout the city.
  • Assists with installing, maintaining, and repairing new and existing traffic signal equipment, including but not limited to controllers, cabinets and associated wiring, signal heads, vehicle loops, vehicle detection amplifiers, emergency pre-empt equipment, video equipment.
  • Assists with designing, building, and maintaining signal specific test equipment.
  • Assists with count analysis, speed studies, travel time and delay studies, gap studies, and traffic signal warrant studies.
  • Assists with installing, maintaining, and repairing new and existing street lighting equipment, including but not limited to contactor cabinets, poles, luminaries, and associated wiring.
  • Ensures safety of work sites and crews and ensures compliance with safety rules and regulations.
  • Uses proprietary software for testing and preparation of equipment.
  • Keeps accurate work records; orders supply, parts and materials as directed.

Qualifications

MINIMUM QUALIFICATIONS High school diploma or GED; supplemented by four (4) years of directly related experience; or an equivalent combination of education, certification, training, and/or experience.Employees must be residents of Washington State.CERTIFICATIONS AND LICENSES Must possess the International Municipal Signal Association (I.M.S.A.) Level I and 2 Certification for Traffic Signal Technician. May be required to possess and maintain a valid Washington State Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines. PREFERRED QUALIFICATIONS Experience installing, constructing, maintaining, troubleshooting, repairing Traffic signal hardware, and electronic equipment, cameras, solar powered beacon equipment, street lighting, and communication systems.

  • Perform professional traffic engineering work, including routine and comprehensive traffic engineering studies.
  • Assist the Traffic Engineering Manager in leading and directing the operations of the Traffic Section.
  • Develop, implement, and review ongoing programs, policies, procedures, and practices in the traffic engineering section.
  • Review road improvement plans to determine requirements for traffic control devices, and number and type of traffic lanes.
  • Oversee the review of proposed land use developments for possible traffic impacts on the County road system, and the development of recommendations for mitigating measures and conditions for development.
  • Make recommendations on matters relative to the placement of traffic signs, signals, and pavement markings.
  • Study, analyze, and prepare engineering-related reports as required by state, federal and local authorities, present findings verbally or in writing to county staff, officials, or other agencies.
  • Supervise designs of proposed physical traffic facilities such as roadway channelization, striping, and traffic islands.
  • Complete reviews and evaluations of employee job performance; initiate disciplinary action when necessary; respond to grievances at the first level.

Minimum Qualifications:
  • A resume and cover letter are required for this position.
  • Bachelor’s degree with major course work in civil engineering or closely related field, with a specialization in traffic and transportation engineering.
  • Five or more years’ experience in traffic and transportation engineering.
  • Certification as a Professional Engineer by the State of Washington required.
Preferred Qualifications:
  • Certification as a Professional Traffic Operations Engineer (PTOE) preferred.

    Under direct supervision, an Intelligent Transportation Systems (ITS) Technician Trainee learns to perform semiskilled work of routine to moderate difficulty in the installation, maintenance, and repair of traffic signals.  This class is also responsible for performing related duties as required.

    ITS Technician I ($54,319.20 - $76,472.86 annually) Under general supervision, an Intelligent Transportation Systems (ITS) Technician I performs skilled work in the installation, maintenance, operation, and repair of electrical and electronic traffic signal control devices, various communication devices, and the ITS components.  This position performs related duties, as required. An employee in this class is expected to install, maintain, monitor, troubleshoot, and repair current and future ITS infrastructures and interfaces such as various traffic signal cabinet systems; vehicle detection systems; traffic control devices; dynamic message signs; communication systems; perform preventive maintenance on ITS equipment such as control cabinets, video cameras and subsystems, interconnect, and electrical wiring.  Work includes troubleshooting malfunctions and responding to trouble calls. The incumbent performs construction of traffic signals and inspects the work of contractors to verify their work meets City of Mesa and other standards.  The incumbent uses a personal computer (PC) for recordkeeping and diagnostic troubleshooting of signal operations.  Guidance is received by the ITS Technician II.     Special Requirements.  Must possess a valid Class D Arizona Driver's License by hire date. Substance Abuse Testing.  Due to the safety and/or security sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug and/or controlled substance testing as outlined in City policy and procedures.  Incumbents who hold a valid CDL are subject to Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) drug and alcohol testing as outlined in 49 CFR Part 382 (by assignment). Preferred/Desirable Qualifications.  One year of traffic signal or street light construction experience is preferred. A valid Arizona Commercial Driver's License (CDL) is desirable.

    ITS Technician I:

    Minimum Qualifications Required.  Graduation from high school or GED.  Any combination of training, education, and experience equivalent to 2 - 3 years’ traffic signal maintenance/construction experience, or graduation from an accredited college or university with an Associate’s Degree in Electronics, Power Systems, Engineering Technology or related field and at least one year of traffic signal maintenance/construction experience. Special Requirements.  Must possess a valid Arizona Class B CDL or Commercial Learner’s Permit (CLP) by hire or promotion date.  CLP holders must successfully complete the City’s Entry Level Driver (ELD) training program, the Third-Party Examiner (TPE) administered skills (driving) test and obtain a valid Arizona Class B CDL within 150 days of hire or promotion date.  An International Municipal Signal Association (IMSA) Level I Traffic Signal Technician Certification is required.  Must possess an IMSA Level II Traffic Signal Technician Certification (Electronic or Electrical), an IMSA Traffic Signal Inspector Certification, and a Temporary Traffic Control Certification by American Traffic Safety Services Association or the International Municipal Signal Association within one year after date of employment.  Must live within a 25-mile radius of the intersection of Main Street and Greenfield Road within one year after date of employment and must maintain this residency status throughout the duration in the position.     • Locates and marks underground utilities, cables, conduits and loop wires to prevent damage and to perform work.
    • Inspects and tests equipment installed by contractors.

    Job Profile

    Reporting to the Manager of Roads Operations there is an opening for a Streetlight Technologist. This position will be responsible for the following duties:

    What you will be doing

    • Provide technical support to the Operations Division within the Infrastructure Services Department in the effective and efficient delivery of roadway illumination, park lighting, pedestrian level lighting, sportsfield/court lighting, specialty lighting, and power pedestals/receptacles
    • Research and recommend new technologies
    • Coordinate contracts related to the installation, operation and maintenance, and inventory of the streetlighting system
    • Participate in the development of standards, operating instructions, and inspection programs
    • Author committee and departmental reports for lighting programs
    • Budgeting, monitoring expenses, approving deviations for projects
    • Addressing concerns and inquiries raised by the general public, senior management, other agencies and Council
    • Represent the City at various meetings and legal proceedings

    Education

    • Three-year diploma in Electrical, Civil or Transportation Engineering Technologist program
    • Certified Engineering Technologist (CET) through the Ontario Association of Certified Technicians and Technologists (OACETT).
    • International Municipal Signal Institute (IMSA) Roadway Lighting Technician Level 1 and 2 Certification

    Experience and Knowledge

    A minimum of 2 – 3 years of experience in:
    • Streetlighting, pedestrian lighting, park lighting, specialty lighting, supervision skills, communication skills with the public, council and stakeholders.
    • Electrical infrastructure
    • Litigation and discovery procedures involving related lighting programs and conducting appropriate investigations
    • Project management on multiple lighting projects (underground infrastructure related to lighting, special lighting, Business Improvement Area lighting, etc.).
    • Familiarity with the Illuminating Engineering Society (IES) Standards, Ontario Traffic Manuals, Highway Traffic Act, Municipal Act and Occupational Health and Safety Act is critical.

    Your compensation
