Center Street Goldsboro Job Type: Full-Time Permanent Job Number: 2024-00052 Department: Engineering Opening Date: 08/30/2024 Closing Date: Continuous Description General Statement of Duties/Distinguished Features of the Class Hiring range is negotiable between $46,603 and $60,118 depending on a candidate's qualifications and experience Performs semi-skilled to skilled work in the maintenance and repair of the City’s traffic signal & sign system. An employee in this class is responsible for the maintenance and repair of the City’s traffic signs, pavement markings, and signal system. Work includes performing day to day operations of the sign maintenance and fabrication shop including sign design, sign replacement, city vehicle decals monitoring and replacement, inventorying and ordering materials, responding to trouble calls, documentation of trouble calls and their resolutions, the installation of new traffic signals, the performance of routine maintenance and repairs and emergency repairs of traffic signal system equipment to ensure that all equipment operates within City and NCDOT standards, conducting traffic counts, and performing related tasks. Work also involves familiarization with the Federal Highway Administration (FHWA), NC Department of Transportation (NCDOT), Manual on Uniform Traffic Control Devices (MUTCD) and local traffic control requirements to ensure street signs and markers remain in compliance. Essential Duties and Tasks: • Repairs and installs traffic signal equipment. • Performs preventive maintenance on all signal system equipment, including inspecting and cleaning equipment, inspecting voltages, vehicle detection devices, sign design and fabrication, sign replacement, maintaining daily records, updating GIS overlay, etc. • Conducts design, layout, fabrication of signs in accordance with MUTCD, and diagnostic testing on signal components. • Operates bucket truck and /or works in bucket during repair/maintenance of signal lights. • Conducts daytime and nighttime conditional assessments of signs and marking to ensure visibility, responds to reported problems, and performs necessary repairs. • Maintain adequate inventory, cleans and maintains signal shop. • Directs and assists with painting lines, symbols, crosswalks, and other traffic control markings within the roadways. • Performs various signal related tasks, such as traffic counts, bench repairs, cabinet preparation, etc. • Serves on-call on a bi-weekly basis and responds within a timely manner to emergency situations. • Documents and files intersection maintenance, repairs, and resolutions. • Assists with the installation and removal of street decorations. • Performs other related duties as assigned. Knowledge, Skills and Abilities • Knowledge of the methods, materials and equipment used in the installation, repair, and maintenance of electronic traffic control equipment. • Knowledge of the National Electric Code. • Knowledge of NCDOT traffic signal and sign specifications. • Knowledge of City traffic and sign ordinances. • Knowledge of FHWA, MUTCD, city’s sign policies and procedures, and local ordinances. • Knowledge of the basic principles and theories of electricity and the operation of electronic equipment. • Knowledge of electrical and work zone safety practices and procedures. • Ability to operate a variety of hand and power tools. • Ability to communicate effectively in oral and written forms. • Ability to read and interpret electrical drawings and diagrams. • Ability to operate a bucket truck, hand tools, and other equipment used in signal system maintenance. • Ability to identify traffic signal system problems and accurately communicate problems to supervisory personnel when appropriate. Physical Requirements/Special Requirements PHYSICAL DEMANDS: The work is heavy work, which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects. The following additional physical abilities are also required: balancing, climbing, grasping, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity and walking. WORK ENVIRONMENT: The work is generally performed in both inside and outside environments, in extreme hot and cold weather, at heights, and exposure to various hazards such as vehicular traffic, electrical current, and moving mechanical equipment. Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are required. The work involves occasional moderate risks or discomforts which require special safety precautions, e.g. working around moving parts or machines, irritating chemicals, etc. Employees may be required to use protective clothing or equipment such as masks, coats, boots, goggles, gloves, or shield. MINIMUM REQUIREMENTS: • High school diploma or equivalent. • Five (5) years of related experience. • Or an equivalent combination of education and/or experience. SPECIAL REQUIREMENTS: • Possession of a valid North Carolina Driver’s License. • IMSA Work Zone Safety Certification or the ability to obtain as determined by NCDOT requirements. • IMSA Traffic Signal Level II Certification or the ability to obtain as determined by NCDOT requirements. Traffic Signal/Highway Lighting/Intelligent Transportation System Technician  DUTIES and RESPONSIBILITIES:
  • Skilled and technical work in the maintenance and repair of traffic signal systems, highway lighting, and Intelligent Transportation Systems.

  • Complete and turn in required personal paperwork.
  • Communications with customers and other contractors.
  • Possess a valid Driver’s License, a CDL is preferred.
  • Be responsible for company assigned vehicle, if provided.
  • Abide by all the company safety rules

EDUCATION, EXPERIENCE, SKILLS and ABILITIES:

  • Proficient at troubleshooting and repairs.
  • Proficient with basic hand tools and power tools.
  • Proficient with general and specialized test equipment such as multimeter, loop analyzer, locator, controller tester, monitor tester, and other related equipment.
  • Proficient at traffic signal wiring.
  • Proficient at Fiber Optic Splicing
  • Familiar with the MUTCD, Local specifications & standards, Customer and Project specific specifications, and standards.
  • Proficiently read plans and schematic diagrams.
  • Have intermediate level of computer skills.
  • Perform with minimum supervision.
  • Perform heavy physical work, often under adverse weather conditions.
  • To follow and transmit clear written and verbal instructions.
  • To communicate effectively with co-workers, supervisors, and the public.
  • Maintain an effective working relationship with others.
  • Able to establish traffic control and work zones.
  • CERTIFICATIONS, LICENSES, REGISTRATIONS, and TRAINING:
o IMSA Traffic Signal Levels I, II or III, Field Construction Certification, preferred. o Must possess and maintain a valid driver’s license, and can be insurable. o Must maintain a valid medical card if you have a CDL driver’s license.

The Department of Environmental Services (DES) is hiring an Electrical/Traffic Signal Technician to perform skilled work for Intelligent Transportation Systems (ITS) including traffic signal construction, installation, repair, and maintenance. Technicians primarily support the electrical and electronic maintenance repair work of over 300 intersections including streetlights at all times of day, and a multitude of ITS equipment and support devices. Responsibilities Specific duties for each level include: ITS Technician Trainee:
  • Performing entry-level work for the routine installation, repair, and maintenance of ITS equipment, traffic signal, and streetlight devices;
  • Troubleshooting device operational performance to determine and confirm correction procedure, including implementing operational correction procedures to maintain proper performance of field devices;
  • Adjusting field device settings to assist system operational diagnose work; and
  • Following Virginia Work Area Protection Manual to establish proper work zone, working near traffic, cramped spaces, and using aerial bucket trucks within established work zones.
ITS Technician I:
  • Performing journey-level work for the routine installation, repair, and maintenance of ITS equipment, traffic signal, and streetlight devices including using heavy equipment such as an aerial truck;
  • Conducting routine field inspections to determine functionality of equipment and investigating complaints regarding outages and brightness levels of streetlights;
  • Performing preventive maintenance to streetlight and traffic control equipment such as pulling cables and ensuring all safety requirements are met;
  • Reconstructing and refurbishing traffic signal equipment or defective electrical equipment; including advising management if continued inoperability of equipment could pose a safety hazard;
  • Consulting with traffic operations staff or vendor representatives to identify and resolve technical problems;
  • Setting and removing temporary traffic control signage, cones, and barricades to safely complete installations and repairs; and
  • Utilizing a work order system to generate reports and review performance data on traffic signals and streetlights.
ITS Technician II:
  • Performing highly skilled senior-level work for the installation, repair, and maintenance of signalized intersections and a wide variety of traffic signal devices including controllers, cabinets, signal heads, vehicle loops, detection systems, emergency pre-empt equipment, video equipment, and flashing beacons;
  • Investigating high-level complaints and troubleshooting, repairing, replacing, or modifying traffic signal and/or streetlight equipment based upon customer feedback;
  • Performing electrical system wiring and installations, such as handholes and junction boxes, pulling overhead and underground cables, and locating conduits, cables, and other underground devices;
  • Evaluating and participating in the design and construction tests of new equipment, including inspecting and testing equipment installed by contractors, and providing documented feedback to manager; and
  • Conducting preventive maintenance for overhead signals, cabinets, school flashers, and a variety of other ITS devices to ensure all safety requirements are met.
The ideal candidate for all levels will possess:
  • Technical expertise in the installation, maintenance, and repair of streetlight and traffic signal systems, and other electronic control devices.
  • Demonstrated ability to work in an operational environment where emergency response is a key component; and
  • A proven track record of successfully working within a team, superior customer interactions, and have effective communication skills.
Qualifications Minimum Requirements for each level: High school diploma/equivalent, plus; ITS Technician Trainee:
  • Some experience in the maintenance and repair of ITS equipment or other electronic and electrical equipment;
  • Must receive the following certifications within one year of hire:
    • VDOT Intermediate Work Zone Certification; and
    • IMSA Traffic Signal Technician Level I or IMSA Roadway Lighting certifications.
ITS Technician Level I:
  • One (1) year of experience in the maintenance and repair of ITS equipment or other electronic and electrical equipment;
  • Must possess the following certifications:
    • VDOT Intermediate Work Zone Certification; and
    • IMSA Traffic Signal Technician Level I or IMSA Roadway Lighting certifications.
ITS Technician Level II:
  • Two (2) years of experience in the maintenance and repair of ITS equipment; and
  • Must possess the following certifications:
    • VDOT Intermediate Work Zone certification;
    • ISMA Traffic Signal Technician Level II certification; and
    • ISMA Roadway Lighting certification.
Desirables: Preference may be given to candidates with one or more of the following:
  • Associate degree in Electronics or Electrical Science or Trades school in a related field;
  • Training or experience using the National Electrical Code (NEC) or Journeyman or Master Electrical license;
  • Experience using, asset management systems, PublicStuff/311-Report-A-AProblem, MS Office, or similar systems;
  • Experience using traffic management systems; and/or
  • Commercial Driver’s License (CDL).
Special Requirements The applicant must possess a valid driver's license, and authorize Arlington County to obtain, or the applicant must provide a copy of official driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record. A pre-employment criminal records check will be conducted.  It may include checks of the following: criminal record, driving record, education, reference check, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information. Candidates hired at the trainee level must receive the listed required licenses or certifications within one year of hire. Additional Information Work Hours:  Monday through Friday, 6:00 a.m. to 2:30 p.m. Occasional call-back hours and alternative schedules for emergency situations or repairs is required. Note: The official job title is ITS Technician I/II.  This position may be filled at the Trainee level, or full performance level as an ITS Technician I or II. These positions are part of a multi-grade pay band. Employees may earn increases and are eligible to progress through the band after acquiring additional skills, training, certifications, or licenses. Salary Range Information:

Job Summary

Salary Pending Review Reporting to the Director of Transportation Services, the Associate Director of Traffic Systems & Operations is responsible for the overall management of the Traffic Systems and Operations section, including the development and implementation of policies related to road user safety, intelligent transportation systems and traffic operations (signals, signs & pavement markings), to ensure legislative compliance, effective and efficient operational performance, customer satisfaction and the safe movement of people and goods on the Regional Road network. 

Education

  • Post-secondary degree or diploma in Civil or Electrical Engineering or a related discipline is required. 
  • An equivalent combination of education, experience and qualifications may be considered.

Knowledge

  • 10 years of experience in municipal traffic systems and operations, traffic signal design, installation and maintenance and traffic signage and pavement marking, including at least 5 years in a management capacity.
  • Licensed as a Professional Engineer (P. Eng) with the Professional Engineers of Ontario (PEO) OR Certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (C.E.T.)
  • International Municipal Signals Association (IMSA) Level II Certification in Signals, Signs, Marking and Roadway Lighting.
  • Progressive experience in the application of engineering theories, practices and trends to manage large contracts and projects, including reviewing, approving and implementing work plans and project budgets.
  • Demonstrated financial management knowledge and experience in developing, implementing and monitoring operational and capital budgets.
  • Demonstrated experience (5-10 years) in preparing and issuing requests for proposals, quotations, prequalification and tenders for the procurement of supplies (including preparing specifications) and retention of consultant and contractor services.
  • A demonstrated record of strong leadership and guidance, team advocacy, staff delegation, empowerment, staff development and results orientation.
  • Knowledge and understanding of the Highway Traffic Act, Employment Standards Act, Occupation Health and Safety Act, the Ontario Traffic Manuals, Minimum Maintenance Standards, AODA and Environmental Assessment Act.
  • Significant knowledge of traffic signal design, operations and maintenance.
  • Comprehensive knowledge of project management methodology based on PMI (or equivalent) project management techniques. 
  • Knowledge of project development, scheduling, monitoring, and control systems.
  • Project Management professional (PMP) designation is preferred.

Responsibilities

Provides leadership and direction in the development and implementation of strategies, plans and policies related to traffic systems and operations, road user safety, intelligent transportation systems, and signs & pavement markings, to ensure the safe movement of people and goods on the Regional road network. (40% of time)

  • Develops, manages and administers traffic programs that are required for the safe and efficient movement of people and goods on Niagara’s Regional Road system.  
  • Leads and directs the planning, design and implementation of intelligent transportation system (ITS) strategies and solutions, for an efficient and a safe transportation network.
  • Responds to requests for service and information from elected officials, the public, news media, local municipalities and/or other agencies.
  • Leads the review of development proposals affecting Regional transportation issues, advises staff in preparing comments on various technical reports prepared by consultants or agencies, and directs the completion of proposed projects/studies, in accordance with the terms of reference /budget estimates.
  • Directs and manages staff in dealing with issues related to traffic engineering/operations, road user safety, daily operation of the traffic systems, and planning/design/implementation of traffic control devices.
  • Evaluates changes in legislation and policies (federal, provincial and local) related to traffic systems and operations and recommends strategies to meet the changing environment.  Initiates an enhanced and proactive strategy towards transportation operations and safety. 
  • Appears as an expert witness (as required) at various hearings, tribunals, examination for discovery, or other legal proceedings related to claims of public liability, including personal injury and/or property damage.
  • Researches, prepares and presents reports to Public Works Committee, sub-committees and various external committees regarding traffic systems and operations issues.
  • Provides advice and guidance regarding the design and construction of Regional roads from a road user safety and traffic systems and operations point of view. 
  • Regional lead for the coordination and development of traffic systems & operations initiatives and guidelines in compliance with Accessibility for Ontarian with Disability Act (AODA) regulations and applicable legislation.

Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (30% of time)

  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities.
  • Ensures alignment and coordination of activity and quality of output between teams under their direction.
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained.  This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures. 
  • Monitors performance and quality of services provided by contractors, consultants and suppliers, managing work expectations, reviewing payments, and taking appropriate action in dealing with non-performance/ noncompliance, to ensure that the work program as developed for the traffic systems and operation capital budget is properly undertaken.

Develops and implements policies, quality standards & methods and procedures for traffic systems and operations. (10% of time)

  • Ensures the traffic system network is maintained to meet all statutory and other legislative requirements.
  • Formulates and recommends new policies and procedures and/or changes to existing policies or procedures related to traffic systems and operations.
  • Keeps abreast of changes in the Highway Traffic Act, Occupational Health and Safety Act, and other regulations and legislation affecting the operation.
  • Investigates new technologies to be piloted and adopted in Niagara region.

Develops, manages and administers annual and multi-year Capital and Operating budgets for the division, ensuring support of Council’s objectives, financial transparency and accountability, budget adherence, identifying and explaining variances, and financial reporting is  effectively managed in compliance with corporate financial policies. (10% of time)

  • Authorizes, and administers the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures.
  • Optimizes grant opportunities through all levels of government.

Enhances service effectiveness through superior public sector administration and accountability and as senior management team member. (10% of time)

  • Directs and manages service delivery of major program initiatives within the Traffic Systems and Operations unit, using best practices in service delivery and continuous improvement.
  • Develops and leads special studies, projects and other policy reviews within Transportation Services and in cross-departmental teams; developing project specific strategies and methodologies (as required).
  • Represents the Department in traffic operations/safety matters before the Ontario Municipal Board, Council, area municipalities and external interested parties.
  • Develops and maintains relationships with staff across the corporation, all levels of government and other organizations to support core objectives of the corporate, department and divisions strategic business plans, understand customer/service delivery needs, improve systems and processes and ensure effective communication of information.
  • Liaises with other government agencies, manufacturers and suppliers of operating and maintenance materials and services.
  • Attends, and chairs (as necessary), technical and management committees as a representative of the Division, Department or Region.
Performs other related duties and responsibilities as assigned or required.
