The City of Burleson may additionally be adding signal maintenance and operations responsibility for 27 intersections from the Texas Department of Transportation over the coming months under the leadership of the next City Traffic Engineer.THE POSITION
The Deputy Director of Public Works/City Traffic Engineer is responsible for managing and coordinating the staffing (currently a team of six direct reports) and operational activities of the Traffic Division of the Public Works Department. Reporting to the Director of Public Works, the Deputy Director of Public Works/City Traffic Engineer will be directly involved with the implementation (construction pending) and subsequent operation of the Traffic Management Center (TMC), and provides recommendations for improvements to traffic signal timing, speed limits, pavement striping, and signage. Primary responsibilities include managing multiple aspects of traffic projects, including citizen inquiries, the relocation of utilities, investigations of field problems, and price negotiations for additional services; identifying short and long-term goals and developing a plan of action for improving traffic signal performance, repair, maintenance, and installation; participating in budget development and monitoring; and providing technical leadership and recommendations related to transportation engineering, streetlights, traffic safety, signage, pavement markings, and traffic impact analyses for new development projects. The ideal candidate will possess experience as a traffic engineer, preferably in a municipal, county, or state position; experience with the establishment and integration of Intelligent Traffic Systems (ITS); experience with overseeing the establishment of a Traffic Management Center and its operation; a deep understanding of traffic signal operations and traffic impact studies, along with experience in high growth communities; and strong communication skills, both written and verbal, are needed for the role.QUALIFICATIONS
Any combination of education and experience that would provide the required knowledge, skills, and abilities is considered qualifying. The most qualified candidates will possess the following:- Education: A Bachelor of Science degree in Engineering from a university with an engineering program accredited by the Accrediting Board for Engineering and Technology.
- Experience: Five (5) years or more of progressively responsible traffic operations and transportation engineering experience, along with two (2) years of administrative and supervisory experience, and Traffic Management Center planning, design, and/or operations experience.
- Certificates and Licenses: Licensure as a professional engineer is required (current Texas or valid in another state with ability to obtain Texas license within six months of employment). Certification as a Professional Traffic Operations Engineer (PTOE) is preferred.
SALARY AND BENEFITS
The salary range for the Deputy Director of Public Works/City Traffic Engineer is $117,044 - $175,567, with placement dependent upon qualifications and experience. This position is also eligible to receive a $20,000 signing bonus. Burleson offers an excellent benefit package including retirement provided by the Texas Municipal Retirement System (TMRS) with a 7% employee contribution and a 2:1 match by the City of Burleson. Burleson also participates in Social Security and has a 457(k) deferred compensation option currently available through VOYA Financial. The City provides excellent insurance benefits for employees including two health plan options, and dental and vision coverage. Additionally, life insurance, long-term disability, short-term disability and an Employee Assistance Program are provided by the City. - Proficiency in operating aerial lift equipment.
- Ability to inspect and make minor repairs to traffic signal equipment.
- Perform manual labor for extended periods of time, outside and in all weather conditions.

- Must obtain ATSSA safety certificate within six (6) months of employment in the position.
- When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel.
- Heavy physical work requiring the ability to lift 100 pounds with or without assistance.
- Frequently lifting and carrying objects weighing up to 50 pounds with or without assistance.
- Considerable walking and standing, stooping, kneeling, climbing (including work from an aerial lift to 40 feet high)
- Frequent pushing, pulling, and bending.
- Hand/eye and hand/foot coordination for operation of mowing and other motorized equipment.
- Some speech communication to give information.
- Clear vision to read operating manuals and instruction.
- Hearing/listening for receiving and interpreting information and warning signals.
- Works primarily outdoors in all weather conditions.
- Exposure to noise, dust, fumes, street traffic and materials used in traffic maintenance such as paint and chemicals.

- Operate heavy equipment common to traffic signal maintenance.

- Works in the field, installing new traffic signals and control cabinet equipment requiring electrical wiring of timing devices and control mechanism
- Locates, identifies and clears defects in cables and wires using electrical measuring equipment (e.g., battery test circuit, amp meters)
- Determines necessary repairs and prepares estimates for needed materials and equipment
- Adjusts and replaces electronic signal timing devices, energized timing circuits and control mechanisms
- Troubleshoots electrical and mechanical problems to repair traffic control equipment on-site
- Installs new parts to replace malfunctioning equipment (e.g., bulbs, fuses, relays)
- Install temporary electrical traffic signal control devices to accommodate various construction projects
- Modifies timing parameters and sequencing in electrical traffic signal control devices
- Works in the shop, troubleshooting and repairing traffic signal control equipment and cabinet components brough in for repairs, overhauls and maintenance
- Uses testing equipment to diagnose traffic signal control equipment malfunctions and overhauls and replaces mechanical parts and/or electronic components including controllers, conflict monitors and video components
- Constructs traffic cabinets for installation in the field, wiring components, adding video components and programming traffic controllers. Uses test equipment to certify accuracy of control cabinet equipment.
- Prepares work activity reports
- Operates an aerial boom from a line truck/van to reach aerial wires or equipment, as required
- Successful completion of a US department of Labor registered lineman apprenticeship training program and journeyman status; or an equivalent combination of education, training, and experience
- International Municipal Sign Association (IMSA) - Level Two Certificate is required
- A valid State of Illinois driver’s license is required
- Must have a permanent use of an automobile that is properly insured, including a clause specifically insuring the City of Chicago from accident liability
