Essential Duties and Responsibilities

Maintains, repairs, troubleshoots, and upgrades traffic signal equipment, along with school zone flashers, speed signs, RRFB’s, LED stop signs, and various beacon equipment.

Maintains and repairs street lighting on arterial roads in the city.

Operates, troubleshoots, and programs traffic signal parameters, implementing timings as directed by city’s Traffic Engineer and/or Lead Signal Technician.

Assists in responding to reports of issues and requests related to equipment that fall under the work of the traffic signal workshop.

Prepares, maintains, and develops all necessary records of traffic signals and equipment malfunctions; repairs, troubleshoots, and conducts preventive maintenance. Adheres to policies and procedures as it applies to traffic signal records when repairs, installations, or preventative maintenance is performed.

Ensures maintenance schedules are adhered to for all electrical and electronic traffic control devices; ensures appropriate inventory records are maintained on all electrical and electronic traffic control devices.

Installs, repairs, and maintains underground conduits, energized overhead and underground wiring system, wires, junction boxes, cabinets, switchboards, controllers, and electrical power equipment.

Installs and repairs traffic loop. Cleans, repairs and replaces traffic signal heads, indications, cabinets and overhead street signs, as required.

Troubleshoots and repairs outages and/or malfunction on beacon indication traffic control devices, associated electrical wiring system and streetlight systems.

Responds to emergencies involving traffic and pedestrian signals, street lighting, and traffic signs on signal equipment.

Locates underground electrical and communication utilities as requested.

Maintains and repairs shop electronic test equipment.

Assists with the review process for plans, specifications, and systems designed by consultants.

Assists with maintaining various types of traffic video and communications systems throughout the city.

Assists with installing, maintaining, and repairing new and existing traffic signal equipment, including but not limited to controllers, cabinets and associated wiring, signal heads, vehicle loops, vehicle detection amplifiers, emergency pre-empt equipment, video equipment.

Assists with designing, building, and maintaining signal specific test equipment.

Assists with count analysis, speed studies, travel time and delay studies, gap studies, and traffic signal warrant studies.

Assists with installing, maintaining, and repairing new and existing street lighting equipment, including but not limited to contactor cabinets, poles, luminaries, and associated wiring.

Ensures safety of work sites and crews and ensures compliance with safety rules and regulations.

Uses proprietary software for testing and preparation of equipment.

Keeps accurate work records; orders supply, parts and materials as directed.

Qualifications
- MINIMUM QUALIFICATIONS High school diploma or GED; supplemented by four (4) years of directly related experience; or an equivalent combination of education, certification, training, and/or experience.Employees must be residents of Washington State.CERTIFICATIONS AND LICENSES Must possess the International Municipal Signal Association (I.M.S.A.) Level I and 2 Certification for Traffic Signal Technician. May be required to possess and maintain a valid Washington State Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines. PREFERRED QUALIFICATIONS Experience installing, constructing, maintaining, troubleshooting, repairing Traffic signal hardware, and electronic equipment, cameras, solar powered beacon equipment, street lighting, and communication systems.

You will be a front-line supervisor with the traffic engineering team in the Office of the County Engineer where you will have the opportunity to mentor and lead your team to success.Projects you may support include:
- Evaluation and Design for intersection improvements throughout the county, including stop controlled, signalized intersections and roundabouts.

- Minimum Qualifications:

- Certification as a Professional Engineer by the State of Washington required.

Description/Duties
- The current recruitment will be used to fill one (1) vacancy at either the Intelligent Transportation System (ITS) Technician Trainee, Technician I, or Technician II level.The first review of applications will be Monday, April 28, 2025, and weekly thereafter as needed.
ITS Technician Trainee ($46,930.42 - $66,070.16 annually)
Under direct supervision, an Intelligent Transportation Systems (ITS) Technician Trainee learns to perform semiskilled work of routine to moderate difficulty in the installation, maintenance, and repair of traffic signals. This class is also responsible for performing related duties as required.
Under the direct guidance of a journey-level ITS Technician II or ITS Operations Foreman, an employee in this class learns to maintain, install, and repair traffic signal equipment and systems. Initially, the ITS Technician Trainee develops skills and increases knowledge until such time as assignments can become more difficult. Work involves learning to perform heavy manual labor under varying weather conditions and may require stand-by duty and overtime as required. Employees of this classification may progress by noncompetitive promotion to ITS Technician I upon meeting the specific criteria-based promotion requirements of performance and coursework. This class is FLSA nonexempt.
ITS Technician I ($54,319.20 - $76,472.86 annually) Under general supervision, an Intelligent Transportation Systems (ITS) Technician I performs skilled work in the installation, maintenance, operation, and repair of electrical and electronic traffic signal control devices, various communication devices, and the ITS components. This position performs related duties, as required. An employee in this class is expected to install, maintain, monitor, troubleshoot, and repair current and future ITS infrastructures and interfaces such as various traffic signal cabinet systems; vehicle detection systems; traffic control devices; dynamic message signs; communication systems; perform preventive maintenance on ITS equipment such as control cabinets, video cameras and subsystems, interconnect, and electrical wiring. Work includes troubleshooting malfunctions and responding to trouble calls. The incumbent performs construction of traffic signals and inspects the work of contractors to verify their work meets City of Mesa and other standards. The incumbent uses a personal computer (PC) for recordkeeping and diagnostic troubleshooting of signal operations. Guidance is received by the ITS Technician II. Supervision is received from the ITS Operations Foreman who reviews work through observation, conferences, reports, and results achieved. The incumbent will be required to work irregular shifts, weekends, evenings, and holidays. Work is subject to call-out during off-duty hours. This class is FLSA nonexempt. ITS Technician II ($59,888.40 - $84,314.26 annually) Under general supervision, an ITS Technician II performs highly skilled advanced level work in the installation, maintenance, operation, and repair of electrical and electronic traffic signal control devices, various communication devices, and ITS components. The ITS Technician II will function in a lead capacity to the ITS Technician Trainee and the ITS Technician I. This position performs related duties, as required. An employee in this class is expected to exercise considerable initiative and independent judgment in responding to daily operations such as independently installing, maintaining, monitoring, troubleshooting, and repairing current and future ITS infrastructures and interfaces including various traffic signal cabinet systems, vehicle detection systems, traffic control devices, dynamic message signs, and communication systems. Other duties include performing preventive maintenance on ITS equipment such as control cabinets, video cameras, subsystems, interconnect, and electrical wiring. Work includes troubleshooting malfunctions and responding to trouble calls. Special Requirements. Must possess a valid Arizona Class B CDL or Commercial Learner’s Permit (CLP) by hire or promotion date. CLP holders must successfully complete the City’s Entry Level Driver (ELD) training program, the Third-Party Examiner (TPE) administered skills (driving) test and obtain a valid Arizona Class B CDL within 150 days of hire or promotion date. An International Municipal Signal Association (IMSA) Level I Traffic Signal Technician Certification is required. Must possess an IMSA Level II Traffic Signal Technician Certification (Electronic or Electrical), an IMSA Traffic Signal Inspector Certification, and a Temporary Traffic Control Certification by American Traffic Safety Services Association or the International Municipal Signal Association within one year after date of employment. Must live within a 25-mile radius of the intersection of Main Street and Greenfield Road within one year after date of employment and must maintain this residency status throughout the duration in the position. Job Summary:
Under the direction of the Traffic Maintenance Foreman, this position performs a variety of specialized and responsible duties involving the construction, maintenance, repair and placement of traffic signs, traffic signals, street lights, pavement markings and related structures exercising considerable independent judgement to ensure the safe and efficient flow of vehicular and pedestrian traffic. Minimum Qualifications:
