POSITION: SIGNAL TECHNICIAN II

ABOUT THE POSITION: Spokane Valley is seeking a highly qualified and enthusiastic employee to serve our City as a full-time Traffic Signal Technician in our Community Public Works Department. The ideal candidate will support the City by performing Traffic Signal and Intelligent Transportation System related duties. A candidate should have exceptional technical skills and have a strong desire to provide superior service to both internal and external customers.

SELECTED EXAMPLES OF DUTIES: Under general supervision perform routine and complex signal related work for maintenance, testing, and troubleshooting traffic signal and ITS systems. Installation of required equipment, wiring of equipment, and troubleshooting and integration of required equipment to maintain signal and ITS operations. Provide weekly system health checks, update and maintain school zone flashing beacons, perform annual maintenance on RRFB, Opticom, and radar feedback devices. Maintain inventory, installation, maintenance, repair, and replacement records, and related work order records. Assist Traffic Division with traffic signal timing plans and entering data into the signal controller and reviewing traffic signal and ITS drawings. Assist Capital Improvement Project division with project inspection. Investigate citizen inquiries and maintain records of contact. Act as lead worker to lower-level technician(s). Stay abreast of new technology and advancement in the traffic signal field. This position will be required to participate in 24/7 standby/on-call rotation.

DESIRED MINIMUM QUALIFICATIONS: Education and Experience: Graduation from a high school or GED and a minimum of two (2) years related work experience with Traffic Signals, ITS, electrical or communications systems. Possess an IMSA Level 2 Traffic Signal Technician Certification or equivalent or the ability to obtain one within one year of employment, and Washington State Traffic Control Flagger Certification. Necessary Knowledge, Skills and Abilities: Knowledge of Traffic Signal and ITS principles, practices, and methods applicable to a municipal setting; knowledge of applicable City policies, laws, and regulations affecting Division activities. Must have experience and proficiency with signal controller and system softwares, Microsoft Office, and Bluebeam and ability to effectively communicate complex technical information orally and in writing. Experience working at a public agency is strongly desired.

SPECIAL REQUIREMENTS: Must possess a valid State driver’s license or have the ability to obtain one prior to employment; must be physically capable of moving about on construction work sites and in conditions working near traffic safely. Must be capable of lifting 10-20lbs consistently and exerting up to 20 to 50lbs occasionally. Successful completion of background check, including a criminal check, is a requirement for employment at the City of Spokane Valley.

SALARY: Anticipated hiring range is in Grade 15 with full salary range of $6,055.11 to $9,395.29 per month. This is a represented, FLSA non-exempt position in the Streets Department.

BENEFITS: Health benefits are provided through the Association of Washington Cities Employee Benefit Trust. The City currently provides medical, dental, vision, and life, and long-term disability insurance and Employee Assistance benefits. Holiday, vacation, and other paid leaves are provided. The required retirement system of the City is Washington Public Employee’s Retirement System (PERS) which requires an employee contribution. The City does not participate in Social Security. However, the City has adopted a 401(A) Social Security substitute plan with the same contribution rates as FICA. All positions in the City are considered at-will.
