Definition: Under supervision of the Traffic Engineering Administrator, the Sr Traffic Signal Technician is responsible for maintaining proper operation of the traffic signal system and other related infrastructure. Serves in a lead worker capacity to provide day to day oversight, direction, and technical guidance to other Traffic Signal Technicians. Perform advanced journey-level technical work, and provide expert technical guidance related to the installation, testing, operation, maintenance, and repair of the City’s traffic signal system, driver feedback signs, school flasher system, and other traffic control devices.

Manage daily activities related to traffic signal operations, maintenance, and construction projects. monitor, analyze, and program traffic signal controllers and operate central system software, component software, adaptive signal software, and field equipment. Maintain and update traffic signal system design standards, specifications, and approved materials list. Schedule and assign daily work for signal technicians and third-party contractors. Create or review traffic signal construction plans for development review or capital improvement projects. Act as project manager for traffic signal maintenance activities, signal upgrades, and new signal installations. Manage construction activities with third party contractors including but not limited to coordinating, inspecting, and certifying all signal system related work meet industry standards. Work with other City departments for utility and infrastructure improvements. Sustain maintenance records and insure proper testing of equipment, telecommunications, preventive maintenance, technology upgrades, and purchase/repair of all traffic infrastructure equipment and materials.

Principal Duties: This is the advanced level of the Traffic Signal Technician classification distinguished from lower[1]level technicians by emphasis on demonstration of advanced technical skills, ability to troubleshoot and solve complex technical problems, oversight of daily operation of traffic signal maintenance, lead accountability and direct technical guidance for traffic signal technician staff, management of traffic signal maintenance contract, and the ability to work with minimal direct supervision.

  • In cooperation with the Traffic Engineering Administrator and other Engineering staff, evaluate, plan, prioritize, schedule, coordinate, assign, inspect, and manage the daily activities of the Traffic Signal technician group. Provide oversight, technical guidance, and lead worker accountability over the work of lower-level traffic signal technicians.
  • Assist Engineering staff with traffic signal timing adjustments, programming, and operational changes in the signal system. Provide technical and functional guidance with the computerized Signal System and field equipment, implementing changes when appropriate or as requested. Communicate frequently with the Traffic Engineering Administrator and Engineering staff to share information, identify issues, and resolve problems regarding system operations.
  • Evaluate and investigate the operational performance of signal system programs and equipment. Identify and resolve problems, recommend improvements to Engineering staff, and implement improvements.
  • Monitor the Advanced Traffic Signal Performance Measures System and other related system programs to ensure proper operation throughout the City.
  • Provide ongoing training and performance information for lower-level Traffic Signal Technicians to the Traffic Engineering Administrator for use in personnel evaluations and actions.
  • Respond to emergencies and perform repairs related to traffic signals, school flashers, driver feedback signs, and other traffic control devices.
  • Manage preventative maintenance program for all traffic signals, opticom system, school flashers, other traffic control devices.
  • Test, troubleshoot, and repair complex software and hardware problems in signal controllers, Opticom, Conflict Monitor / MMU (Malfunction Management Unit), Railroad Preempt, and other components of traffic signal / traffic control systems.
  • Procure equipment and materials for maintenance, operation, and upgrades / construction of traffic signal system. Monitor signal related budgets and make recommendations to the Traffic Engineering Administrator concerning the annual budget and work plan for the Traffic Signal Section.
  • Maintain and update technical specifications and approved materials for traffic signal equipment, related construction standards, and specifications for traffic signal and other system installations. . • Manage contractor contracts for maintenance and upgrades of the Traffic Signal System, Detector Loops, and other work for traffic signals, other traffic control devices, airport lighting, and other systems. Schedule, oversee, and inspect the work of contractors performing traffic signal maintenance, upgrades, and installations. Monitor contractor progress and approve invoices.
  • Maintain working knowledge of all new traffic signal system technology utilized in Longmont. Learn other available new technologies to help evaluate whether Longmont should consider their use.
  • Develop and maintain standard operation and safety procedures for routine tasks performed by Traffic Signal Technicians.
  • Establish a safe work zone area for preventive maintenance, upgrade / construction activities, and emergency repair of traffic signals or other traffic control devices. Ensure that safe work zone areas are established, and appropriate permits are obtained for signal / traffic control device work by other signal technicians, other city staff, and contractors
  • Maintain proper inventory levels of materials, parts and equipment for traffic signal, and other transportation systems.
  • Attain quotes/bids from vendors and follow all City Purchasing procurement policies. Prepare requisitions and documentation, obtain approvals, and order materials and equipment. Review deliveries, approve invoices, and submit pay requests to accounting.
  • Build alliances, foster effective teamwork and build constructive relationships within and between individuals and other work groups. Coordinate activities with other City departments, divisions, outside agencies, the public and contractors.
